How to Apply

Article XIV, Section 2.4(13) requires the Department to distribute licenses by the eight congressional districts in the state of Missouri, as drawn and effective December 6, 2018. The congressional districts effective December 6, 2018 were drawn in 2010. For this reason, the congressional district search tool uses the 2010 congressional districts. The map below indicates the congressional district boundaries used for microbusiness licensing. Applications must identify the congressional district where the microbusiness facility will be located. Applicants are not required to reside in the same congressional district as the proposed facility address.

How to use the DCR Location Tool

Before applying, click on the DCR Location Tool below to determine the congressional district, house district, and GPS coordinates where the marijuana microbusiness facility will be located. Ensure this information is documented accurately, as it is required for a microbusiness application. Click here to access the DCR Location Tool Tutorial.

For those with an existing address for the proposed location of their microbusiness facility:

• Enter the address of the proposed facility location into the “Find address or place” search box. The tool will populate the congressional district and GPS coordinates for the facility location.

For those without an existing address for the proposed location of their microbusiness facility:

• Enter in the latitude and longitude of the proposed facility location into the “Find address or place” search box to populate the congressional district.
  OR:
• While at the proposed facility location, open the DCR Location Tool. This will automatically populate the congressional district and GPS coordinates for the facility location.

The Department of Health and Senior Services (DHSS) will accept the second round of microbusiness license applications electronically through the online registry portal from April 15 – 29, 2024. Issuance of licenses is expected to occur in July of this year.
