Microbusiness Application Refund
Microbusiness license applicants who submitted an application during the application time period and were denied solely for not being chosen by lottery, are eligible for a refund. Applicants that were denied for failing to meet eligibility criteria are not eligible for a refund. Refunds must be requested by submitting the Microbusiness Application Refund Request form.
- Refund requests for the July 27 - August 10, 2023 Microbusiness Application period will be accepted from November 2, 2023 to April 2, 2024.

- Email the completed Microbusiness Application Refund Request form to cannabisfas@health.mo.gov.
- Once received, a confirmation reply will be sent to the Designated Contact.

Annual Fees
Each license or certification shall be charged an annual fee once the license or certification is granted. The first annual fee will be due thirty (30) days after a license or certification is issued and shall be due annually on that same date as long as the license or certification remains valid, except for in the case of microbusinesses whose first annual fee will be due on the anniversary of their licensure.
Change Request Fees
Change Request fees are charged when a licensee submits a business change application per 19 CSR 100-1.100(2) and 19 CSR 100-1.100(3) for marijuana and medical licensees, respectively. Licensees should remit business change application administrative and processing fees during the online application submission process.
New Application Fees
New Application fees are due at time of application submission.
Applications for cultivation, manufacturing, testing, and dispensary licenses and certifications are currently closed. At such time that new applications are to be accepted for these license and certification types, the Department will post notice on this website and the applicable fee would apply.
Renewal Fees
Most marijuana and medical licenses and certifications are valid for three years. Every third year, licensees must submit an application for license renewal, along with the accompanying fee(s), which must be submitted at least 90 days prior to expiration, but no sooner than 30 days. Licensees will receive a notice from the online registry portal reminding them when renewal applications and associated fees are due. Renewal applications and fees are not required for seed-to-sale certifications, which have no expiration. Please note, in years that a license or certification renewal is due, remittance of the annual fee is still required.
Patient and Caregiver identification cards; as well as Patient, Caregiver and Consumer Personal cultivation authorization identification cards are valid for three years. Department issued identification card (ID card) holders must submit an application for ID card renewal, along with the accompanying fee prior to expiration of the ID card. Renewal applications can be submitted sixty (60) days prior to, and at least thirty (days) before the ID card expiration date.
How to Pay
Licensees and ID card holders, with the exception of seed-to-sale certificate holders, must remit fees through the online registry portal. If payment cannot be completed through the online registry portal, e-mail CannabisLicense@health.mo.gov for assistance. All seed-to-sale fees must be remitted here: https://magic.collectorsolutions.com/magic-ui/Login/mo-health-senior-serv. Refer to the table below for current fees by facility type.
