DCR Director and Deputy Director - Oversees the implementation of Article XIV and associated rules that govern legal cannabis in Missouri.

Public Outreach Director - Serves as a liaison between DCR and the public, licensees, applicants and other stakeholders throughout the state. Works with licensees on the challenges and successes of the industry, provides education and information about the cannabis industry and creates opportunities for collaboration.

Chief Equity Officer (CEO) - Develops and implements programs to inform the public of microbusiness application opportunities through public education, targeted technical assistance and making resources available to potential applicants. Acts as liaison between DCR and microbusiness licensees.

Office of Policy and Research

Office of Policy and Research (OPR) - Oversees the research, development, analysis and implementation of division rules, regulations and policies. Provides policy analyses for fiscal note preparation and facilitates communications with the Cannabis Regulators Association.

Office of Operational Support

Provides services to support DCR including strategic planning, fiscal note preparation, contract management and human resources.

Program Development Unit (PDU) - Oversees creation of division standards, guidance documents and training material. Additionally, PDU serves as the project manager for divisional projects and coordinates continuity of operations planning, website development and maintenance, Sunshine requests, policy and procedure implementation needs, strategic plan coordination and required reporting such as the Annual Report to the Governor.

Systems and Analytics Unit (SAU) - Oversees development, implementation and maintenance of DCR data and systems, including data and systems management, testing and validation, user access maintenance, technical support and trainings, data queries, data analysis, report development and dashboard development. SAU is also responsible for contract management and vendor relations with DCR contracted systems and data vendors.

Section for Patient and Application Services

Individual Licensing Unit (ILU) - Serves DCR as the frontline team responding to call center and email inquiries. Processes patient, caregivers, consumer cultivation and agent ID application. Specializes in patient education based on existing law and regulation and provides technical support to assist applicants with the online registry portal.

Facility Application Services Unit (FAS) - Conducts initial processing and approval of facility application types. Specializes in areas of law and regulation specific to facility application requirements and provides technical support to assist facility applicants with the online registry portal.

Section for Compliance and Enforcement

Bureau of Investigation and Enforcement (BIE) - Reviews complaints, conducts investigations and pursues enforcement actions to ensure licensees and individuals with department-issued authorizations adhere to rules and law within the department’s jurisdiction. Track and Trace Unit - Monitors the statewide track and trace system, and compiles and analyzes the dataset, reporting noncompliant entries to the compliance team for review. Creates and maintains processes, procedures, and training for staff on the tracking system. Creates data‐reporting documents and tools to use as evidence to support an investigation or enforcement action. Collaborates with division teams, leading investigations involving large/complex datasets.

Bureau of Business Licensing Services (BLS) - Verifies eligibility for licensure, processes business change applications associated with licensees and conducts an annual audit of licensee information. BLS may be contacted at CannabisLicense@health.mo.gov.

Bureau of Product Integrity (BPI) - Verifies testing licensee compliance through inspections, compliance monitoring, statewide track and trace system reviews, education and violation issuances and resolution. Provides research and coordinates activities with the state reference lab to ensure patients and consumers have safe access to cannabis product. Currently, BPI is building Missouri’s food safety compliance program for cannabis-infused products. BPI may be contacted at TestingandResearchUnit@health.mo.gov.

Bureau of Facility Compliance (BFC) - Verifies licensees’ compliance associated with facility operations. Within BFC, there are two units that carry out the work of the bureau including  the Facility Compliance Unit (FCU) and Compliance Assessment Unit (CAU). FCU - Verifies cultivation, dispensary, manufacturing licensees along with transportation certification and seed to sale system compliance through inspections, compliance monitoring, statewide track and trace system reviews, education and violation issuances and resolution. CAU - is made up of two teams: Product Compliance Team (PCT) verifies compliance with cannabis product packaging and labeling rules for any new or changed product packaging through the item approval process. PCT may be contacted at CannabisProductCompliance@health.mo.gov. Facility Development Team (FDT) intakes and processes commencement inspection requests with the assistance of FCU.
