Here you will find everything you need to know to submit products for approval and obtain information on approved products and regulations for the WIC program.

The WIC Retailer Food and Formula Reference Guide provides food descriptions for WIC-approved food items and the list of approved formulas.
The WIC Approved Food List contains the products approved for the Missouri WIC program.
The Missouri WIC APL contains the Universal Product Codes (UPCs), Price Look-Ups (PLUs), item descriptions, corresponding category and subcategory information and effective dates of authorization for all WIC-approved products.

Product submissions for WIC-approved food

Missouri WIC selects foods based on federal regulations, state standards, availability and cost. The program reserves the right to change the approved food list at any time. Foods are divided into two categories.

Limited submission categories include tofu, soy beverages, bread, tortillas, whole wheat pasta, oatmeal, bottled juice, cold and hot cereal, infant fruit and vegetables, infant cereal and infant meats.

The product submission period for these foods closed on October 1, 2025, and no further submissions are being accepted.

Continuous submission categories include frozen fruit and vegetables, milk, cheese, mature legumes (dry beans and peas), peanut butter, canned fish, eggs, brown rice and canned beans.

Product submissions for these categories are open on a continuous basis. To submit products from these categories, please complete the Missouri WIC Product Submission Form and email it along with product images to WICfoods@health.mo.gov.

All submissions must use the Missouri WIC Product Submission Form and include the following:

Product description.
Size of product (e.g., ounces, pounds).
Full UPC (including the leading and check digits).
Images of the full packaging label.

Labels must show product name, size, nutrition panel, ingredients list and UPC.

At a minimum, all products must meet USDA regulations on qualifications for products. Not all food submissions will be approved. Submissions missing any of the necessary information may automatically be denied but can be resubmitted. Previously approved items that have undergone changes must be submitted for reevaluation by Missouri WIC.
