CVB increase extended through September 2022

Missouri WIC is extending the temporary increase of the Cash Value Benefit for Fruit and Vegetable Purchases (CVB) through September 2022. The increase will continue to be $24 per month for child participants, $43 per month for pregnant and postpartum women participants, and $47 per month for breastfeeding women participants. Standard CVB values range from $9 - $11.

Please ensure all fresh produce is mapped to the correct PLU code. A list of PLU codes is available on our website at https://health.mo.gov/living/families/wic/wicretailer/foodlist/ under WIC-Approved Fresh Produce Price Look-Up (PLU) Codes for Mapping.

Urgent Notice for Authorized Missouri WIC Retailers!

Please read for important information for responding to the recent widespread Abbott Infant Formula recall, which has affected many customers, including WIC participants.

September 15, 2022

The alternative formula options will now be available until at least November 30, 2022.

The Temporary Formula Alternatives 9-15 reflect the updated end date. No changes were made to the alternative formula options. Please consider providing a copy of the chart to cashiers at checkout lanes and customer service desks. Remember to discard all previous charts as they will not be accurate on September 15.

August 25, 2022 (revised August 30, 2022)

Effective October 1, 2022 retailers will no longer be permitted to exchange Abbott brand formula included in the recall that was purchased with WIC benefits as participants should no longer have recalled product on hand to exchange.

The alternative formula options will now be available until at least October 31, 2022.

The Temporary Formula Alternatives 8-25 reflect the updated end date. No changes were made to the alternative formula options. Please consider providing a copy of the chart to cashiers at checkout lanes and customer service desks. Remember to discard all previous charts as they will not be accurate on August 25.

To clarify, please note that retailers shall continue to allow WIC customers the ability to exchange defective, spoiled, or expired formula for the identical item purchased.

Additional Formulas Being Added to the APL on July 25, 2022.

Four (4) more formula alternative options will be available for WIC participants to purchase using their benefits starting July 25. The new alternatives are in medium and large containers.

As a reminder:

  • Small containers remove one (1) container from benefits.
  • Medium containers remove 1.5 containers from benefits.
  • Large containers remove 2 containers from benefits.

Similac Total Comfort and Similac Soy Isomil have the additional options.

Abbott has announced that Similac Advance has returned to a healthy supply in WIC sizes. For Similac Advance 12.4 oz powder, retailers should:

  • Place more orders or larger orders for this SKU, and
  • Inform the Missouri WIC retailer team at MOWICVendorGroup@health.mo.gov or 573-751-6204 so we can reach out to Abbott for assistance if you find insufficient availability of Similac Advance.

Alternatives for all Similac formula are extended through August 31, 2022.

The medium containers will remove 1.5 containers from their benefits. Similac Sensitive, Similac Total Comfort, and Similac for Spit Up now have additional options.

Following the advice of pediatricians and nutritionists, Gerber Good Start Gentle will be moved as an alternative formula under Similac Advance instead of Similac Total Comfort starting April 1. The Temporary Formula Alternatives show the changes going into effect on April 1. Please consider providing a copy of the chart to cashiers at checkout lanes and customer service desks. Remember to discard all previous charts as they will not be accurate on April 1.

Additional Infant Formulas are Being Added to the APL on March 14, 2022

USDA issued to Missouri WIC a waiver that allows participants the option to purchase formula in larger container sizes for some contract and non-contract infant formulas. This will provide additional choices for WIC participants to utilize WIC benefits to purchase infant formulas during this time. The larger container sizes will deduct two (2) formula containers from the balance available on their eWIC card for each one (1) purchased as shown on the Temporary Formula Alternatives chart. Please consider providing a copy of the chart to cashiers at checkout lanes and customer service desks.

The process for implementation of this waiver will be completed at the state agency and will require no action from the retailer except to ensure the latest APL is in use by the store. Missouri WIC is adding additional UPCs for non-contract infant formula brands and types to the Approved Product List (APL) on March 14th, so should be in use at all retailers beginning March 16, 2022.

Guidance for Retailer Returns of Recalled Abbott Formula

Abbott has provided the following guidance for return of the recalled Abbott formula:
Retail Return Policy:

  • Retailers who order directly from Abbott: Please see the Retail Product Return Instructions. This communication went to all Retailers who order product directly from Abbott.
  • Retailers who order from a Distributor: These retailers should return product to their distributors, who will then collect product and return to Abbott. This will allow the accounts to be refunded by the distributor (which is the typical recall process).

Additional Infant Formulas are Being Added to the APL as Early as February 25, 2022

USDA issued to Missouri WIC a waiver that effectively allows WIC participants the option to purchase non-contract infant formulas. The process for implementation of this waiver will be completed at the state agency and will require no action from the retailer except to ensure the latest APL is in use by the store. Missouri WIC is adding additional UPCs for non-contract infant formula brands and types to the APL as early as February 25, 2022. Please note:

  1. As early as February 25, 2022, WIC participants will be able to select from non-contract formula brands equivalent to those which have been loaded on their eWIC card when Abbott formula is not available.
  2. Alternative formulas will continue to be offered until Abbott can replenish its formula stock at retailers to levels sufficient to meet the needs of WIC participants.
  3. The additional products and their Abbott equivalents can be found on the Missouri WIC Abbott Recall Alternatives spreadsheet. Please ensure point of sale systems are updated appropriately to allow these alternatives during WIC transactions and consider ordering additional stock of these formula brands and types to increase the supply available to WIC participants.

Typically, WIC regulations (7 CFR 246.12(h)(3)(ii)) prohibit vendors from permitting exchanges for authorized supplemental foods obtained with WIC benefits except for exchanges of an identical authorized supplemental food item (exact brand and size).

However, Missouri WIC was approved for a WAIVER to this requirement to respond to shortages due to the voluntary recall of a number of Abbott infant formulas. This waiver only applies to items being exchanged under the 2022 Abbott recall of certain powder infant formula and exempt infant formula during COVID-19 supply chain disruptions.

This WAIVER allows retailers to exchange recalled Abbott formula products for:

  • the same contract brand (Abbott) product in a different physical form or unit size,
  • a different contract brand (Abbott) product, or
  • a noncontract brand (non-Abbott) product.

Retailers are not required to verify whether a product was purchased with WIC benefits as part of the exchange process.

Additionally, WIC authorized vendors must treat all customers (including WIC participants) the same with regard to the recall exchange process and possible substitutes (which may include, but are not limited to, the same product, a substitute product, store credit, or a cash refund).
