The Home and Community Based Services (HCBS) Web Tool is a module of Missouri Department of Social Services, MO HealthNet Division’s CyberAccess, an innovative electronic health record for participants. Conduent contracts with the Missouri Department of Social Services, MO Healthnet Division and the Department of Health and Senior Services, Division of Senior and Disability Services to provide CyberAccess.

The HCBS Web Tool provides a web portal that gives stakeholders, including HCBS providers, access to a participant’s screening, assessment(s), and prior authorization(s) for Medicaid funded HCBS.

The HCBS Web Tool seeks to improve the quality of life for participants through increased efficiency of assessments and care planning to meet a participant’s needs. CyberAccess is available to healthcare providers including HCBS providers. Medical providers can view diagnosis data, receive alerts, and review medical prior authorizations.

Provider CyberAccess Enrollment

It is critical that HCBS providers enroll in CyberAccess. Conduent manages provider enrollment in CyberAccess. New HCBS providers must complete the CyberAccess Checklist and return it to the appropriate Conduent Provider Outreach Representative.

Enrollment ensures that HCBS providers are available for selection within the appropriate provider list for HCBS.

Upon enrollment pertinent provider staff shall obtain a username and password in order to access CyberAccess and the HCBS Web Tool.

  • HCBS provider supervisors, clinical staff, field coordinators, assessors and billing staff may request access.
  • Direct care staff including in-home aides and other home care staff shall not have access.

Account Maintenance & System Settings

Conduent Provider Outreach Representatives are responsible for assigning unique usernames and passwords to the appropriately identified HCBS provider staff. Usernames and passwords shall never be shared. Users can manage their passwords on the 'My Account' tab within CyberAccess. When creating a new password, it must include a minimum of 8 characters, at least 1 uppercase, 1 lowercase, 1 number and 1 symbol.

When a user has forgotten their password, they must select 'Forgot Password' on the log in screen after entering the username. Unless the user has changed their security question, the following question will display:
'What is your favorite vacation destination?' Enter 'Hawaii.' Select 'Submit.' The user will receive a new password via the e-mail address associated with their CyberAccess account. All users are required to log in at least once every 45 days to ensure their account does not become inactive.

Providers should contact their Conduent Provider Outreach Representative for all issues related to user account maintenance including enrollment, access, password issues and adding or deleting user accounts. It is the provider’s responsibility to contact their Conduent Provider Outreach Representative when a user no longer needs access to the HCBS Web Tool, i.e. employee termination/resignation.

Settings (To Ensure Access to the HCBS Web Tool)

Internet Explorer Icon

Always log in using Internet Explorer as the browser. System Requirements are located at the bottom of the CyberAccess log-in screen.

Internet Options can be located in the upper right corner of the computer screen "gear wheel." The Tools menu is also available by selecting the Alt key next to the space bar. (Menu will appear at the top of the screen.)

Turn off Pop-up Blocker

  • From the tools menu of your internet browser select Internet Options / Privacy tab.
  • The "Turn on Pop-up Blocker" checkbox should be unchecked.

Compatibility View Settings

  • Ensure that https://www.cyberaccessonline.net has been added to the "Compatibility View settings" from the tools menu of your internet browser.
  • When the Compatibility View Settings dialog box opens, if cyberaccessonline.net is located in the "Add this website" entry field, select Add and Close. If the website is already listed in the "Webites you've added to Compatibility View:" just select Close.

Trusted Sites

Ensure both CyberAccess web addresses are listed as a ‘Trusted sites.’
Select the following from the tools menu of your internet browser:

  1. Internet Options;
  2. Security tab;
  3. Trusted sites (green checkmark);
  4. Sites;
    https://www.cyberaccessonline.net and https://hcbs.cyberaccessonline.net should display in the Websites: field. If an address is missing, type that address (URL) in the "Add this website to the zone:" field and select:
  5. Add;
  6. Close;
  7. OK.

When the Trusted Sites dialog box closes, click OK on the Internet Options dialog box.

Printing Documents from the Web Tool

Adobe Reader software is required to enable printing.
