Memorandum for Home and Community-Based Services Staff and Stakeholders

SUBJECT: Important Notice: Missouri EVV Claims Verification Hard Launch Begins April 1, 2026

This is an important reminder for Home and Community Based Service Providers (HCBS) regarding the Electronic Visit Verification (EVV) Claims Verification hard launch beginning April 1, 2026. Effective April 1, HCBS personal care claims submitted for In-home or Consumer Directed Services must have accurate EVV submissions to support claims processing. 

This means a verified visit must be present in the statewide Electronic Aggregator Solution (EAS) for a claim to match against before it can be approved and paid.  Visits without a validated visit in EAS will not be paid.  If a visit appears in your agency’s EVV system but is not reflected in EAS, payment will not be issued.

Please note the Claims Verification process does not apply to:

  • Personal Care services in a Residential Care Facility or Assisted Living Facility
  • Structured Family Care Giving Waiver

We recognize this is a transition, and our shared priority is to support providers while ensuring continued access to services for participants and stability for the workforce. We ask for your partnership in taking immediate action to resolve any outstanding EVV issues. To help minimize payment delays, providers are should:

  • Ensure you know how to log into EAS and use the available reports and visit status screens. Providers are required to log in at least weekly to confirm that their EVV vendor is transmitting all required information and that visits are being verified.
  • Review your Remittance Advices (RAs) from January through March to identify EVV‑related errors. These errors will appear with the warning code “N363” during the soft launch period.  Providers will need to use other sources of information to determine the issue flagging the soft launch warning. 
  • Use EAS reports to monitor claim‑matching success and identify errors.
  • Prior to submitting claims, verify that visit data in EAS is complete and in “verified” status.

For providers with significant error rates - If you believe your agency will not be able to meet EVV compliance requirements and will be impacted by not receiving payments for some or all submitted claims, please contact DSDS immediately at HCBSIntakeAndPCCP@health.mo.gov to discuss next steps for participant services.  We ask that you communicate openly with attendants and participants of any barriers you may be facing and the potential impact to them so they can make informed choices regarding the delivery of services.
