Public Comments on the Draft Final Master Plan on Aging
The draft Master Plan on Aging was developed over a three-year period with input from more than 10,000 Missourians. The plan ushers in a new phase of state planning efforts on aging. It provides a comprehensive 10-year roadmap for state, local, private, and non-profit leaders and community members to follow as Missouri re-envisions aging across the lifespan. It also focuses on a broader set of needs for older adults, individuals with disabilities, and family caregivers, covering all facets of life, including the caregiver support network, employment resources, affordable, safe and healthy housing accommodations, transportation services and options, and access to a health care system that is age- and disability- friendly.
The draft plan was available for public comment from August 15, 2025, through September 14, 2025. The public was informed of the opportunity to review and comment on the plan through a press release, six in-person town halls, and two virtual town halls, and through email outreach to stakeholders. Missouri Statewide Needs Assessment Results
Missouri conducted a statewide needs assessment from June through mid-September 2024. A total of 7,621 individuals completed the statewide needs assessment survey. The results are included in the two reports below.

Town Hall Comments
Missouri conducted 10 in-person town halls, one in each of the 10 Area Agency on Aging Regions, and two virtual town halls in February and March 2024. A total of 1,769 participants attended the townhalls and provided over 15,000 comments. These comments are summarized by Area Agency on Aging regions in the map below or use the dropdown to select statewide combined comments.
