How to Open an Encrypted Email from the Family Care Safety Registry

The Family Care Safety Registry is part of the state of Missouri. The notes and detailed steps below apply to any encrypted email from the state of Missouri.

The state of Missouri uses Proofpoint software to encrypt emails. You will receive an email with a link or an attachment. The first time you receive an encrypted message from the State of Missouri, you will need to register with Proofpoint. To register, provide your name, create a password, and answer security questions. Once registered, you can click the link in the notification email or open the attachment to read the message. 

Important Notes

  • Mobile Devices:
    You may have issues opening encrypted emails through mobile device applications. Try using your mobile device's web browser to access the email. Or use a laptop or desktop computer to access the email.
  • Pop-up Blockers:
    Ensure pop-up blockers are disabled in your browser. Allowing pop-ups will avoid issues with the notification email or the Proofpoint portal. 
     
  • Password Requirements:
    Passwords must:
    • Be at least 8 characters long
    • Include at least one number
    • Include one special character
    • Have a combination of upper and lowercase letters. 
       
  • Registration is One-Time:
    You only need to register once for each email address you use to receive encrypted messages from the state of Missouri. 
     
  • How to Receive Help:

Detailed Steps

1. Receive the Notification:
You will receive an email notification from the state of Missouri with the encrypted message. Email notifications from the Family Care Safety Registry will come from fcsr@health.mo.gov.  
 

2. Check for a Link or Attachment:
The email will contain both a link to view the message and an attachment (named "SecureMessageAtt.html"). 

  • The link will work for two weeks.
  • After the link has expired, the attachment will work for one year from the date the email was sent.
     

3. Register:
If this is your first time receiving an encrypted message from the state of Missouri, you will register with Proofpoint. Follow the on-screen prompts to create an account. Provide your first and last name, create a password, and select security questions and answers. You may receive an email with a security code to enter during the registration process.
 

4. Read the Message:
Once registered, you can click the link in the email or open the attachment to view the encrypted message. 

  • The link will be active for two weeks after the email is sent.
  • After the link expires, click the attachment. The attachment will work for one year after the email was sent. 
     

5. Future Messages:
For future messages, you will be prompted to enter your password to access the message.
