The Department of Health and Senior Services is responsible for the oversight of supplemental health care service agencies, including the registration and inspection process of such agencies and the investigation of complaints. A supplemental health care services agency is defined as a person, firm, corporation, partnership or association engaged for hire in the business of providing or procuring temporary employment in health care facilities for health care personnel, including a temporary nursing staffing agency as defined in section 383.130, or that operates a digital website or digital smartphone application that facilitates the provision of the engagement of health care personnel and accepts requests for health care personnel through its digital website or digital smartphone application.

The department may conduct unannounced in-person or virtual registration or complaint inspection visits to an agency’s office or records repository.

Any member of the public, supplemental health care services agency, health care personnel, independent contractor, or any federal, state or local official may make and file a complaint with the department by emailing SHCSA@health.mo.gov

Personnel and independent contractors of an agency who report potential violations by an agency to the department may not be subjected to retaliation of any kind, including termination, demotion or other adverse employment action as a result of their report.
