If you plan to open a retail food establishment, you must contact the Local Public Health Agency (LPHA) in the jurisdiction where your business will operate. Retail food establishments include any facility that stores, prepares, packages, serves or sells food directly to consumers. Examples include restaurants, caterers, grocery stores, and convenience stores.
To begin the approval process, submit a completed application form to the appropriate regulatory agency at least 30 days before opening. After receiving your application, the inspecting agency, typically your county or city health department, will conduct a routine pre‑opening food safety inspection.
