MEMORANDUM FOR HOME AND COMMUNITY BASED SERVICES STAFF AND STAKEHOLDERS

SUBJECT:  Consumer Directed Services (CDS) Moratorium 

This memorandum serves to inform Home and Community Based Services (HCBS) providers of the upcoming moratorium on new Consumer Directed Services (CDS) enrollments. Effective August 1, the Missouri Department of Social Services (DSS), in consultation with the Centers for Medicare & Medicaid Services (CMS), is implementing a temporary moratorium on new CDS vendor enrollments. This measure is intended to provide adequate time to work collaboratively on enhancing monitoring and oversight mechanisms within the CDS program. 

Key items to note: 

• Actively enrolled CDS providers are not affected by this temporary moratorium 

• Providers whose enrollment application was received by MMAC prior to the implementation date will also not be affected. 

• The temporary moratorium does not apply to providers who are revalidating their active enrollment. For more information, see Missouri Medicaid and Audit’s Public Notice.
