What are the similarities and differences between the Adult Brain Injury (ABI) Program and Brain Injury Waiver (BIW)?

Eligibility Requirements
  • Missouri resident
  • Age 21 - 65
  • Have a medically documented traumatic brain injury (TBI)
  • Meet financial eligibility guidelines for rehabilitation services (family income at or below 185% Federal Poverty Guidelines)

Service Coordination is provided to all ABI Program participants, regardless of financial status

  • Missouri resident
  • Age 21 - 65
  • Have a medically documented traumatic brain injury (TBІ)
  • Be enrolled in MO HealthNet (fee-for-service)
  • Have a federally matched MO HealthNet Eligibility (ME) code
  • Require medical care equivalent to the level of care received in a nursing home
  • Not be enrolled in a state waiver
Service Coordination
  • Service coordination includes:
    • Evaluation and assessment of needs
    • Development, implementation, and continuous evaluation of an individualized service plan
    • Assistance in locating and accessing resources including, but not limited to medical care, housing, counseling, transportation, rehabilitation, vocational training, and cognitive/behavioral training
    • Information, education, and advocacy
    • Planning for transition
    • Authorization of rehabilitation services
  • Service Coordination includes:
    • Evaluation and assessment of needs
    • Identification and access to approved rehabilitation service providers
    • Development and implementation of a person-centered plan of care
    • Identification of rehabilitation of resources and referral
    • Assistance in establishment of a medical home
    • Planning for transition
    • Authorization of medically necessary rehabilitation services

  • Adjustment Counseling
  • Transitional Home and Community Support Training
  • Prevocational/Preemployment Training
  • Supported Employment/Follow Along
  • Special Instruction
  • Neuropsychological Evaluation and Consultation
  • Applied Behavioral Analysis (ABA)
  • Personal Care (after State Plan services are exhausted)
  • Assistive Technology
  • Environmental Modifications and Access
  • Cognitive Rehabilitation Therapy
  • Occupational Therapy

  • Not a state waiver
  • Two rehab services can be authorized at one time
  • Medicaid not required
  • Can be enrolled in one state waiver
  • Meet financial eligibility for rehabilitation services
  • A state waiver
  • All rehab services can be authorized at a time
  • Medicaid Fee-For-Service required
  • Cannot be enrolled in any other state waiver
  • No financial eligibility for rehabilitation services
