Missouri's Silver Haired Legislature selects five priorities each year for their members to present, debate and vote on that will benefit older Missourians.
Top Five Priorities for 2026
- Foot care funding.
- Increase the Medicaid Personal Needs Allowance (PNA) with an inflation rider.
- Resident Dwelling Accessibility Tax Credit (DAT).
- Real property tax exemption for veterans with a 100% VA rated service-connected disability.
- Modify eligibility for Aged and Disabled Medicaid.
SHL Will Also Support Legislative Action for the Following Issues
While not a top five priority, the SHL will also support legislative action for the following issues:
- Increased oversight and accountability for nursing home inspections.
- Increase funding of the Long-Term Care Ombudsman Program.
- Increase funding for the MO RX program to include all eligible Medicare beneficiaries.
- Replace Medicaid funding for Missouri Medicaid eligible seniors
- Increase reimbursement rate for MO HealthNet home-delivered meals.
Previous Proposals Passed Into Law
Over the years, SHL has grown in visibility and esteem. It has advocated for many proposals that are now state laws, such as:
- Senior Services Growth and Development Program
- Senior Farmers Market Nutrition Program
- Elimination of the state tax on social security benefits
- Exploitation of older adults and elder abuse laws
