SUBJECT:      HCBS Workforce Survey Results Report

This memorandum announces the release of the Year 4 Home and Community Based Services (HCBS) Workforce Survey Report. This report presents a comprehensive analysis of workforce information collected from provider agencies and vendors through the National Core Indicators (NCI) State of the Workforce – Aging and Disabilities (SoTW‑AD) Survey and the Division of Senior and Disability Services (DSDS) Consumer Directed Services (CDS) Operational Survey.

This year’s report provides an in-depth look at trends influencing the HCBS workforce and service delivery. The information offers valuable insights that can be used to help inform policy development and future initiatives. Key areas of focus include:

• Provider and vendor size distribution
• Characteristics of direct service workers (DSWs) and personal care attendants (PCAs)
• Tenure and turnover patterns
• Wages, benefits, and administrative costs
• Frontline supervisory roles and characteristics
• Effective recruitment and retention strategies
• Summary of key findings and recommended next steps

The new report, along with results from previous years, is available on the HCBS Surveys and Reports webpage, accessible through the Provider Information Page.
