The Missouri Department of Social Services has issued Amendment #02 to the ToRCH Care Smart Growth and Service Line Modification (Horizon 2) Invitation for Bid (IFB #DSS26015).

Amendment #02 makes additional changes and clarifications to the solicitation following the release of Amendment #01. Organizations preparing a bid should review the updated IFB carefully before submitting a proposal.

Some of the key updates include:

1. One proposal per eligible entity, with multiple projects allowed.

An eligible entity may submit one comprehensive Horizon 2 proposal that includes multiple projects at different locations. The combined request cannot exceed the $5 million maximum Department award. The required match is separate from that $5 million cap.
