State criminal background records maintained by the Missouri State Highway Patrol

The Family Care Safety Registry (FCSR) maintains a computer interface with the Criminal Justice Information Services Division of the Missouri State Highway Patrol. The FCSR has statutory authority to inquire with the Patrol whether a registered caregiver has an open criminal history record that includes information on felony and aggravated misdemeanor arrests that are reported to the central repository. The FCSR inquiry includes Missouri data only and does not include closed records.

The FCSR reports criminal history information based on a search using the registrant’s name, social security number and date of birth. Comprehensive information can be obtained using a fingerprint- based criminal history check.

Sex Offender Registry information maintained by the Missouri State Highway Patrol

The Family Care Safety Registry maintains a computer interface with the Sex Offender Registry Unit of the Missouri State Highway Patrol. The FCSR has statutory authority to inquire with the Patrol whether a caregiver is a registered sex offender in the state of Missouri.

Persons required to register include those who have been convicted of, found guilty of or pled guilty to committing or attempting to commit sexual offenses and may not reflect the entire criminal history of a particular individual. Offenders required to register for crimes of kidnapping, felonious restraint or child abuse may not be listed on this web site.

Child abuse/neglect records maintained by the Missouri Department of Social Services

The Family Care Safety Registry maintains a computer interface with the Child Abuse and Neglect (CA/N) information maintained by the Children’s Division/Department of Social Services. The CA/N database contains the names of individuals who have been determined, through a Department of Social Services case investigation, to be perpetrators of child abuse and/or neglect.

Child abuse and neglect findings include:

  • Physical abuse
  • Sexual abuse or sexual maltreatment
  • Educational neglect
  • Medical neglect
  • Physical neglect
  • Emotional maltreatment

An individual's name will be added to the CA/N database if the Children’s Division case investigation yields a finding of preponderance of evidence, probable cause, reason to suspect, or court adjudication that abuse and/or neglect did occur.

The Employee Disqualification List maintained by the Missouri Department of Health and Senior Services

The Family Care Safety Registry maintains a computer interface with the Missouri Department of Health and Senior Services Employee Disqualification List (EDL). The EDL provides a listing of individuals who are prohibited from employment in long-term care facilities, health care facilities, or by providers that serve the elderly or disabled in their homes. Individuals are placed on the EDL after an investigation establishes that they have abused, neglected or exploited someone under their care.

A potential applicant who is listed on the EDL may not be hired by a licensed long-term care or residential care facility or a home health or hospice agency, and should be screened prior to being hired by an individual for private care.

The Employee Disqualification Registry maintained by the Missouri Department of Mental Health

The Family Care Safety Registry maintains a computer interface with the Missouri Department of Mental Health. The Employee Disqualification Registry (EDR) contains the names of individuals who are disqualified from working with consumers receiving services from the Missouri Department of Mental Health. The list consists of individuals with disqualifying findings of abuse, neglect, and/or misuse of funds, who have exhausted their appeal process.

Child-care facility licensing records maintained by the Missouri Department of Elementary and Secondary Education

Child care facility license denials, revocations and suspensions

The Family Care Safety Registry maintains a computer interface with the Missouri Department of Elementary and Secondary Education-Office of Childhood. Missouri law requires licensure by the Missouri Department of Elementary and Secondary Education (DESE) for any individual or organization caring for more than six children who are not related to the provider. The DESE Office of Childhood inspects family child care homes, group child care homes, and child care centers to determine their compliance with child care licensing rules. Licensure records are open for public inspection.

Foster parent licensing records maintained by the Missouri Department of Social Services

Foster parent licensure denials and revocations

The Family Care Safety Registry maintains a computer interface with the Missouri Department of Social Services. The Foster Care licensure file contains the current licensure status of individuals who provide care for children under state custody. The file includes licensure information on current providers, as well as those awaiting approval of a license. The Children’s Division licenses foster homes, group homes, and relative homes for children who have been removed from their parental custody due to abuse or neglect.
