Ambulatory Surgery Centers
Ambulatory Surgery Centers (ASCs) are facilities other than hospitals that provide outpatient surgical services. ASCs are required to be licensed by the Department of Health and Senior Services (DHSS) under state law 197.200, RSMo.
Most ASCs are also certified and approved to participate in the federal Medicare program by application and adherence to federal standards.
A small subset of ASCs may instead be licensed as either abortion providers or birthing centers by application and adherence to additional state licensure standards, found at 19 CSR 30-30.050-30.070 (for abortion) and 19 CSR 30-30.090-30.110 (for birthing).
DHSS licenses these facilities, performs initial and periodic surveys, as well as complaint investigations in regard to patient care services provided in ASCs.
The state health department also administers the federal ASC program under contract to the Centers for Medicare and Medicaid Services.
