SUBJECT 1: MOWINS - Month-to-Month Benefit Issuance Period

  1. MOWINS - Month-to-Month Benefit Issuance Period: As mentioned in previous WIC Updates, the Missouri WIC Program will be moving forward with EBT benefit issuance instead of printing checks. While this will be happening sometime in the future, we are looking at making some changes now to make the transition smoother when that time comes. One of the steps we are making is to move all participants to a month-to-month benefit issuance period. Month-to-Month simply means that all participants’ benefits will begin on the first day of each month and end on the last day of each month. Changing participants to a month-to-month benefit issuance period will help the Missouri WIC program, as well as users of the MOWINS system. Participants will still be able to receive their benefits according to policy guidelines as monthly, bi-monthly, or tri-monthly. Other benefits include:

    • Cost (when we go to EBT);
    • Cycle adjust (alleviate most issues in MOWINS)
    • Retailers (stocking levels)
    • Part-time clinics (scheduling issues)
    • Same benefit period, regardless of when a participant is certified
    • Participants will be able to stay on their current appointment schedule

    The Local WIC Provider (LWP) Task Force for MOWINS has discussed this issue at great length to identify potential problems and work through them before pushing it to the entire state. A pilot project has begun utilizing some of the Task Force agencies, including Butler County, Douglas County, Johnson County, Miller County, Texas County, Joplin City, and Truman Medical Center.
