  1. Mandatory New and Revised Nutrition Risk Criteria Training: New and Revised WIC Nutrition Risk Criteria Training will be provided through a pre-recorded Webinar which will be available this fall. The purpose of the training is to provide the certifying staff (WIC Certifier, CPA/Nutritionist) with information on new and revised risk factors based on the World Health Organization (WHO) and Centers for Disease Control and Prevention (CDC) Growth Charts for Children Aged 0-59 Months. In the next few months the state office will provide additional educational opportunities for counseling staff to gain knowledge on the World Health Organization (WHO) Growth Charts and Standards. More information about this required training and other educational opportunities will be provided in the weeks to come.     The Centers for Disease Control and Prevention has developed an online training course, Using the WHO Growth Charts to Assess Growth in the United States Among Children Ages Birth to 2 years. The purpose of the online training is to provide health care providers and public health professionals in the United States with expertise on using and interpreting the growth charts. The course can be completed in 45 minutes. There are seven sections in this course including the following:

    • Recommendations and Rationale for Using the WHO Growth Charts in the United States
    • Creating the WHO Growth Standard for Infants and Young Children
    • Comparing Methodologies Used to Develop WHO and CDC Growth Charts for Children Birth to 2 Years of Age
    • Breastfeeding as the Norm for Infant Feeding.

  2. National 2013 WIC Calendars: The 2013 National WIC Association calendar survey will be sent to local WIC providers on May 22, 2012.   5. 64 ounce Juices for Children: Many manufacturers are changing their 64 ounce container of juice to a 59 ounce size container. Missouri WIC does not allow the 59 ounce containers of juice. Please instruct your participants accordingly. As you know the 64 ounce juices are the only size that is allowed for children. If you have questions, please contact your District TA Team.

MOWINS Language Additions: On May 28, 2012, the following options will be added to the drop down list of languages in MOWINS on the Demographics screen: Braille, Sign, Burmese, Hmong, Korean, Romanian, Ukrainian, Bulgarian and Urdu. In the future we intend to have a report that will assist you in scheduling an interpreter for the languages used by families served by your agency. To assure you receive the updates, after you sign on to MOWINS, right click on the “W” in the lower right corner of your window and then reset, repeat the step and click on update.   7. Training Webinars-Important Announcement- Action Required: This announcement was in the March 19, 2012 WIC Updates. If you have already completed this, thank you. If not, please read and comply by June 22, 2012.

    In April 2011, the State Agency was evaluated by USDA staff using the Management Evaluation (ME) process (similar to contract monitoring that local agencies have every two years). There were findings on three topics (Application Security, Applicant Processing Standards and Income Assessment) that require training to local agencies to ensure compliance with WIC federal regulations. We normally would do this training in person, which would require staff to travel to training, taking a significant part of a day. Because we are gearing up for e-Learning and have the necessary software, we have prepared webinars for staff to view. All local agency staff is required to view the webinars at this location.

    Staff must complete all webinars on this page, including the Navigation Presentation. This is a short module that will help viewers understand the controls used in the webinars. The total time to take these webinars is about 1 hour and 20 minutes, considerably less than if travel was required to go to a face-to-face training. The trainings are in separate modules so they do not need to be viewed all at once. New staff is required to take the four modules of the application security webinar prior to having access to MOWINS. The ASAP form now has a field for the date new staff viewed the security webinar. WIC Coordinators are required to ensure all staff has completed the webinars and to fill out the attached spreadsheet, adding agency name at top of page, adding the names of staff in the indicated row on the left and place an X under each training heading to indicate the person attended the training. These trainings must also be entered into the staff’s training record. The trainings must be completed for all staff and the spreadsheet showing the completion must be emailed to Ellen Whittington by end of day June 22, 2012. Email Ellen at

  8. e-Learning Update: In the WIC Updates of October 31, 2011 and March 5, 2012, we included articles on our plan to go to e-Learning. Please read those articles for information provided at that time. Additional information is now available. As part of e-Learning, we will use software that will automate the process of registering for training. Because of this, all WIC staff will need to have their own email address so they can register for WIC training. Local agencies can contact ITSD at 800-347-0887 to arrange for staff to have an email address. Staff may also use an email address from their organizations, (e.g. which Cole County Health Department uses). Do not use other email addresses from other sources such as Hotmail, Google or Yahoo since security of the email cannot be assured. Also, all local agencies will need to have a Training Coordinator. This will be necessary because staff will not come to Jefferson City as often for training and someone at the local agency will need to be designated to ensure the required WIC training is done. The Training Coordinator must be a CPA or nutritionist. Some duties of the Training Coordinator can be delegated to other staff. See Training Coordinator attachment for more information. Announcement of training for Training Coordinators will be included in future WIC Updates. The requirement for all WIC staff to have an email address and for all agencies to have a Training Coordinator will be in the Scope of Work (SOW) for FFY 2013, which begins on October 1, 2012.

  9. Program Integrity: The USDA Office of Inspector General works with the State Agencies to evaluate program integrity. OIG inspectors have met with the State WIC Office and two local agencies in Kansas City on an educational visit to learn more about how WIC operates in Missouri. As the USDA focuses more on program integrity nationally, there is a possibility that OIG investigators might visit more local agencies. The State Office is working closely with OIG to share needed information. If you receive a request from the OIG directly, please direct the investigators to the State Agency and contact your state TA staff so that the state office can assist and ensure that all information is shared appropriately to meet regulatory requirements.

The Peer Counselor will work with WIC team members to encourage and support breastfeeding among WIC participants. This position will counsel pregnant women and breastfeeding mothers by telephone and in the WIC office at scheduled intervals; teach prenatal and breastfeeding classes with approved lesson plan provided by the health center.
