SUBJECT 1: MOWINS Release 2.40. On Saturday, July 31st, all local agency staff must be logged out of MOWINS by 3:00 p.m. for the MOWINS Help Desk team to apply Release 2.40 to the MOWINS database. MOWINS will be unavailable starting at 3:00 p.m. Local agencies that have clinic appointments on Monday are encouraged to download the update on Sunday, August 1st. MOWINS Help Desk requests that agencies stagger their download times based on the clinic day chart below to avoid overloading MOWINS.

As a reminder, after updating MOWINS, users should still complete a Reset and Update to the application. Once Release 2.40 is applied the new version number will be 2.40.21025.2231. The updates to MOWINS are very minor and staff will likely not notice any changes. A majority of the updates are related to end of day activities or to the vendor portion of MOWINS.

If you have machines that are not being used, they do not need to be updated until later in the week. However, we request that all computers be updated no later than September 1st. If you have any questions or concerns, please contact the MOWINS Help Desk at 800-554-2544.

SUBJECT 2: Missouri WIC Locations Map Update. The WIC locations map has been updated! The new version contains a search tool that allows users to easily search for WIC clinics and retailers within a selected mile radius of their current location. This version also makes using the map easier for those on their mobile device! The map will soon receive one more update: a directions feature that will allow users to get directions from their location to the selected WIC clinic or retailer. Remember to update any browser favorites, saved links, or websites containing information related to the locations map. SUBJECT 3: Nationally-declared Public Health Emergency (PHE) Extended; WIC Waivers Extended. The COVID-19 nationally-declared public health emergency has been extended. As noted in the January 19, 2021 WIC COVID-19 WAIVERS EXTENDED WIC Update and in the Missouri WIC Disaster Plan, WIC waivers will remain in place until 30 days after the end of the nationally-declared public health emergency, per WIC Policy Memorandum #2020-6: Extensions for Certain USDA FNS Approved COVID-19 Waivers. The status of the COVID-19 public health emergency will be re-evaluated approximately every three months at the federal level. Once the COVID-19 public health emergency has been discontinued, WIC programs will have 30 days to transition to operations without waivers. With the updated PHE expiration date as prescribed by HHS, the current waiver expiration date is now November 16, 2021; however, if the nationally-declared public health emergency is extended, the WIC waivers will be extended as well. The state agency will provide additional information on waiver end dates after the nationally-declared public health emergency has been discontinued. Please contact your TA staff with any questions.

SUBJECT 4: Cash Value Benefit (CVB) Amount Increase Through September 2021. Please note that the increased CVB amount is only valid through September 2021 at this time. The state agency will provide guidance on any actions that need to be taken if we are notified of an extension of the increased CVB values. We realize that October benefits are being issued to participants at this time, but we cannot issue CVBs for amounts over the standard amounts for October or beyond until we are notified of an extension by USDA. We will provide additional guidance if we learn that the increased CVB amounts will be extended. Please contact your TA staff with any questions.

SUBJECT 5: Missouri WIC-Approved Meyenberg Nonfat Goat Milk Update. Manufacturing changes have resulted in the transition of the WIC-approved 12 ounce Meyenberg powdered nonfat goat milk from a canister to a pouch. Participants may purchase either package type or a combination of the two (2) package types to total the full quantity issued if store availability is mixed. The UPCs for both package types are below.

The state agency (SA) is aware that the unit of measure (UOM) for this food item will appear as “CAN” on the Shopping List, Account Balance, and retailer eWIC receipts, but this should not impact the participant’s ability to obtain 12 ounce Meyenberg nonfat goat milk. At this time, the SA is not pursuing a change to this food item’s current UOM to ensure participants continue to have the ability to have food benefits issued on eWIC cards and purchase this food item without disruption. This packaging change has no current impact on how the product is issued in MOWINS.  If you have questions regarding this product change, please contact the WIC SA at 1-800-392-8209.

SUBJECT 6: Continuing Education Units (CEU). Continuing Education Units (CEU). Local agency staff can now see upcoming scheduled webinars and presentations on the Missouri WIC Events Calendar. The calendar will contain a link or contact information for registration. All questions about webinars and presentations not presented by the state agency staff will need to be directed to the provider of the webinar or presentation. JOB POSTING: Part-Time Breastfeeding Peer Counselor - St. Charles County Department of Public Health. The St. Charles Department of Public Health’s WIC program has an opening for a Breastfeeding Peer Counselor. The purpose of this position is to counsel pregnant women and breastfeeding mothers by telephone and in the WIC office at scheduled intervals. This position teaches breastfeeding classes and/or organizes mother support groups.

JOB POSTING: Full-Time WIC Clerk – Platte County Health Department. The Platte County Health Department’s WIC clinic is seeking a WIC Clerk. This position is responsible for helping to determine eligibility of WIC participants by performing income assessment, and obtaining and entering participant information. Other duties but not limited to, include answering phones, scheduling, and basic office duties. Strong customer service skills are required. This position requires a high school diploma or equivalent. Office, computer and WIC experience preferred. Position is available for 4 days a week, full time (40 hrs./week).
