SUBJECT 1: Upcoming State Holidays. The WIC state agency will be closed, and there will be no MOWINS Help Desk support, on the following days:

  • Thursday, November 26
  • Friday, November 27

SUBJECT 2: FFY 2020 End-of-Year Invoices Due December 10, 2020. The deadline for submission of FFY (federal fiscal year) 2020 end-of-year invoices is Thursday, December 10, 2020. Expenses must have been incurred prior to October 1, 2020 to qualify for the FFY 2020 funding year. Supplemental invoices are due December 10, 2020 - ABSOLUTE DEADLINE. Payments beyond this date are not possible.

SUBJECT 3: MOWINS Waiting Period Override. MOWINS Help Desk now has the ability to override the waiting period for replacement cards in specific instances. If one of the following situations occurs, the help desk has permission to perform the override:

  • Clearly indicated defective eWIC card based on information from WIC Direct.
  • Lost, stolen, or damaged card with no current or future benefits issued.
  • Lost, stolen, or damaged card that has all benefits redeemed for the household in the current month and has not been issued future benefits.
  • An emergency or disaster, as outlined in WIC policy, with state approval.
  • Physically damaged eWIC card that can still be read by the card reader/writer.
  • eWIC card and PIN mailed to the household, but the card was not received.
  • No future benefits issued to an eWIC card reported as lost, stolen, or damaged at the end of the month. The agency can decrease the waiting period time and on the 1st day of the next month can be granted an override. Household will have to return to the clinic on the 1st day of the following month to receive replacement card.

Anytime an override is granted, the local agency will need to document a note in MOWINS. Local agencies may not use workarounds to avoid waiting periods for replacement cards. Please call the MOWINS Help Desk at 1-800-554-2544 if you are in need of an override for one of the situations above. To discuss other situations requiring an override, please contact your district TA staff.

SUBJECT 4: Loving Support Award of Excellence. Food and Nutrition Service (FNS) has announced that the Loving Support Award of Excellence application period is now open. The Loving Support Award of Excellence was developed to recognize and celebrate WIC local agencies that provide exemplary breastfeeding programs and support services. Over the last six years the award has been given, Missouri has had 23 local agencies that have met the criteria and were recognized.

Three levels of excellence will be recognized and awarded: Gold, Gold Premiere, and Gold Elite. The award is valid for a four-year period; however an agency may apply for an award of higher achievement the following year after receiving an award. Agencies awarded prior to 2018 should reapply for 2021. The 2021 application period closes on January 15, 2021.

The main qualification to apply is for the local agency to have a Breastfeeding Peer Counseling Program that meets all of the required core components of the FNS WIC Breastfeeding Model for Peer Counseling for a successful peer counseling program for at least one year. All of Missouri’s “Breastfeeding Friendly WIC Clinics” should, at a minimum, meet the Gold level and are all encouraged to apply.

SUBJECT 5: Requesting WIC Tags for New Breast Pumps. A number of local agencies (LA) received new electric multi-user breast pumps which need WIC inventory tags. The following information is needed:

  • Brand name of breast pump (EnDeare or EnJoye)
  • Serial number for each pump

LAs may email Jason.Seehusen@health.mo.gov the list of breast pump brands and serial numbers.

WIC tags will be mailed to the LA once the lists are received. Jason will share this information with the State Breastfeeding Group so the pumps are added to MOWINS and LAs can issue the new pumps to participants.

JOB POSTING: Full-Time Breastfeeding Peer Counselor – Pettis County Health Center. The Pettis County Health Center is accepting applications for a full-time Breastfeeding Peer Counselor within the WIC Program. The selected candidate will give basic breastfeeding information, support, and encouragement to new mothers and help mothers achieve their own breastfeeding goals. Candidate must be willing to accept after-hours phone calls and make home and hospital visits. Personal breastfeeding experience and Spanish-speaking skills are preferred. This position may also provide clerical duties including determining eligibility of WIC participants, collecting and documenting height, weight, blood work data, and providing clerical support. Position available until filled.

JOB POSTING: Part-Time Nutritionist/Dietitian – Osage County Health Department. The Osage County Health Department has an immediate opening for a part-time Nutritionist/Dietitian in the WIC program. This person will be expected to work two WIC days (Wednesdays) per month with the possibility of up to 4 days per month as needed. At minimum, the candidate must have graduated from an accredited four-year college or university with a Bachelor’s degree in Public Health Nutrition, Dietetics, Home Economics, or closely related field; including or supplemented by at least fifteen (15) semester hours in food and nutrition including diet therapy and community nutrition.
