SUBJECT 1: MOWINS Check Packaging
SUBJECT 2: Breast Pump Order
SUBJECT 3: Registration Open – International Board Certified Lactation Consultants (IBCLC) Exam Preparation Course
SUBJECT 4: Registration Open – Fundamentals of Breastfeeding: An 18 Hour Course

SUBJECT 1: MOWINS Check Packaging. The state agency (SA) has decreased the density of staff located within offices, while maintaining essential services.  In order to maintain the availability of check stock with limited staff resources, local agencies (LAs) will notice check stock shipments will be bundled in packages of 500 sheets, rather than 250, as previously bundled.  LA staff should handle check stock carefully to ensure the perforated sheets do not separate when transferring to printers.  This is particularly important as the number of checks issued per participant has increased due to changes recently made in the MOWINS system.

Check stock will be shipped every two weeks rather than twice monthly for the time being.  Orders continue to be placed through our website.

SUBJECT 2: Breast Pump Order. The state WIC office has funding to place an order for breast pumps and breast pump accessories, including single-user pumps. Single-user means that this pump is not meant to be shared with other women, so this pump can be given to mothers who meet the following criteria:

  • Mother must be separated from her infant at least 32 hours per week.
  • Mother must be planning to offer breast milk exclusively to her infant and committed to continued long-term exclusive breastfeeding.
  • Infant must be receiving no formula from WIC.
  • Pump cannot be provided to the mother before 4 weeks postpartum. If a mother needs a pump before then, she may be loaned a multi-user electric breast pump.

For each participant that is provided this pump, the Single User Personal Electric Breast Pump Agreement/Questionnaire (attached) must be completed. It is important that local WIC agencies promote this pump to prenatal women and use it as an additional incentive to promote exclusive breastfeeding.

Important Ordering Information:

  • Agencies may order either the Hygeia EnJoye or the Hygeia EnDeare to use as the multi-user pump. The EnDeare is very similar to the Medela Lactina, and agencies may find that it is sturdier and more difficult to lose than the EnJoye. Both of these multi-user pumps come with a three year warranty.
  • The Hygeia personal accessory kit contains all the parts for the Hygeia EnJoye, Hygeia EnDeare and Lactina Select electric breast pumps.
  • The Hygeia EnJoye breast pump does not come with a carrying case, so a universal black tote will be purchased separately. When the participant returns the breast pump, they will keep the tote.

Local agencies will need to continue using the Medela Lactina Select breast pumps that are in the local agency inventory until their end of life.

For more information on the Hygeia pumps see the Hygeia training videos on their website.

If you would like to request any of these items for your agency, please complete the attached order form and email to Karen.Moellenbeck@health.mo.gov by COB on Friday, May 1, 2020.

If you have any questions about the pumps, please contact the State Breastfeeding Coordinator, Lisa Schlientz, at Lisa.Schlientz@health.mo.gov or by phone at 573-751-6468.

SUBJECT 3: Registration Open – International Board Certified Lactation Consultants (IBCLC) Exam Preparation Course. The WIC state agency is hosting an International Board Certified Lactation Consultant (IBCLC) Exam Preparation course on June 22-26, 2020 in Kansas City, MO. This course will meet 45 hours of the lactation specific education needed to be an exam candidate by the International Board Lactation Consultants Examiners (IBLCE). Please register here.

The state agency expects to host a 45 hour course once per year, for the next three years, in regional locations around the state. Due to this, preference for seating for this course will be given to those near the Kansas City region, those sitting for the IBLCE exam in 2020-2021, or WIC staff meeting the requirement for the Breastfeeding Friendly WIC Clinic. There is no cost for this training, and it is open to WIC staff, hospital staff, midwives, doulas, or other community partners. Because of the intensity and cumulative nature of this course, please register only if you will be able to attend all five days and complete the post-course material. If the Governor of Missouri extends social distancing orders to these dates, this training will be cancelled. Notification of cancellation will be made as soon as possible, if required.

If you have questions, please contact Karen Moellenbeck by email at karen.moellenbeck@health.mo.gov or by phone at 573-526-5270.

Dates and training sites are scheduled for St Louis, July 7-9, Kansas City, July 14-16, and Jefferson City, August 3-7, 2020. Please register here.

There is no cost for this training, and it is open to WIC staff, hospital staff, midwives, doulas, or other community partners.
