SUBJECT 1: COVID-19 Cases Within the Local Agency – Planning for Continuation of WIC Services. The following information should be used to plan for continuation of services should a positive COVID-19 test occur in a WIC local agency (LA).

Plan for continuation of WIC services:
It is important for LAs to continue WIC operations with as little interruption as possible should a positive COVID-19 test be reported in the WIC LA’s building. Each LA should follow the lead of their parent agency and communicate plans for continuity of operations with the WIC state agency (SA). Within one business day of notification of a positive COVID-19 test involving staff or a recent visitor of the WIC clinic building, the LA should notify their technical assistance (TA) staff of the incident and the plans for continuing operations.

If the WIC local agency building must be closed and WIC clinic services will be disrupted, the plans for continuing operations should include, at a minimum:

  1. The LA’s plan to disinfect the building and the duration of the building closure, if any.
  2. The tasks of WIC staff to be completed off-site if the building is closed (e.g., contact clients for their certifications, mid-certifications, and nutrition education).
  3. The method for issuing WIC food benefits if a building closure prevents check printing or eWIC card issuance (e.g., catch up the first available day back in the office, contact the nearest clinic if there is an immediate need, issue benefits from a satellite office).
  4. The method for fulfilling a formula change request if staff is unable to complete the request during the building closure (e.g., send the WIC participant to the next nearest WIC clinic).
  5. The method for providing ongoing breastfeeding support during the building closure.

Plan for LA closing due to staff illness:
To plan for continuation of services should a local agency become unable to conduct WIC appointments due to staff illness, consider reaching out to another nearby local agency to establish a mutual partnership to assist with WIC appointments and benefit issuance. Local agency staff needing to access participant records of another local agency to provide temporary assistance will need to work with the state agency to complete an A.S.A.P. request. State agency staff will expedite the request for access to participant records of another agency if this occurs.

Questions related to positive cases of COVID-19 in the WIC local agency and planning for continuity of services should be directed to technical assistance staff.

SUBJECT 2: Missouri WIC Association Conference Cancellation. After much discussion, Missouri WIC state staff and Missouri WIC Association board members are saddened to announce that the Missouri WIC Conference, planned for October 7-9, 2020 has been cancelled. With the continued outbreak of COVID-19, it is feared that moving forward with such a large event would put too many WIC staff at risk and would also put the delivery of essential WIC services at jeopardy. A future date will be chosen when the risk associated with COVID-19 has decreased. Thank you all for your ongoing service to the WIC families in Missouri, and we hope to see you when the conference can be safely hosted. Additional information will be shared about a future conference as it becomes available.
