SUBJECT 1: Upcoming State Holiday. The WIC state agency will be closed, and there will be no MOWINS Help Desk coverage, on Monday, September 7.

SUBJECT 2: WICShopper – Look What’s New! When participants open up their WICShopper application they will now see a banner at the bottom of the screen. Clicking on this banner will provide information on a new feature that has been added to make participants’ shopping experience easier. This new feature has the ability to register eWIC cards on the application. By registering their card number they can verify that a food item is WIC approved for their individual food prescriptions, and can check the balance on their card. Foster families have the ability to register multiple cards. Instructions on registering an eWIC card with WICShopper are included in the attached “WICShopper – Look What’s New!” document.

SUBJECT 3: New eWIC Materials. The State Agency (SA) has created two new materials to assist local agencies (LA). The new materials are called “Troubleshooting eWIC Card Issues” and “Assign eWIC Benefits Instructions.” These materials can be found on the eWIC - Local Agency page of the MO WIC website.

The “Troubleshooting eWIC Card Issues” can be utilized to assist in the LA investigation process when there are issues with eWIC cards. The troubleshooting form will assist the LA in determining where the issue is occurring. Based on the responses provided by the participant, the LA hopefully will be able to come to a conclusion if there was a training issue for the participant, a particular issue with a store, or even a particular issue with a store register. Should the LA need further assistance, the LA should email the form to the MOWINS Help Desk at WICHelpDesk@health.mo.gov

The “Assign eWIC Benefits Instructions” document is a step-by-step guide to assist the LA in setting up households for eWIC. This guide includes how to set up EBT Household Demographics, how to set eWIC food packages, issuing benefits, and how to load benefits onto the card. This step-by-step guide contains a checklist section and a more detailed section with pictures from MOWINS and the card reader/writer.

Please contact the MOWINS Help Desk at 800-554-2544 or WICHelpDesk@health.mo.gov if you have any questions.

SUBJECT 4: New Online WIC Resources. Several items requested by local agencies are now available on the web:

SUBJECT 5: eWIC Card Supply. All Local Agencies were shipped a supply of eWIC cards that should last for approximately one year. The first three months LAs issue cards will be the heaviest, with fewer cards issued after all current participants receive their first card. The online check paper stock ordering system will be modified to order eWIC cards soon. If a LA needs cards before that time, please email WICOperations@health.mo.gov.

SUBJECT 6: Breast Pump Loan Agreements: Guidance for LAPs. Breast pump loan agreements are required to be attached to LAPs and should be updated yearly to reflect the current amount paid for breast pumps. The latest prices for multi-user breast pumps are as follows: Hygeia EnJoye pump (with cord or cordless) is $296 and the Hygeia EnDeare is $376. The Medela Lactina is no longer available, but the value can be listed as that of the Hygeia EnDeare, which is the closest available pump in price. For LA breast pump loan agreements, LAs can list the actual prices of each pump in their inventory, and then circle the amount for the pump issued, have a space to write in an amount, or have a blanket statement about reimbursement if the pump is lost. Sample statements are listed below:

  •  ____ I understand that I am responsible for reimbursing the WIC program for the value of the pump (EnJoye $296,  EnDeare $376,  Lactina $376, Other $XXX), if it is lost or damaged.
  •  ____ I understand that I am responsible for reimbursing the WIC program for the value of the pump ($____ for __________ pump), if it is lost or damaged.
  •  ____ I understand that I am responsible for reimbursing the WIC program for the value of the pump (up to $400), if it is lost or damaged.
