SUBJECT 1: REMINDER - FFY17 Local Agency Plan Due August 31, 2016. The deadline to submit the FFY2017 Local Agency Plan (LAP) is Wednesday, August 31, 2016. The website to access the LAP is located here, and then select Online Applications. The LAP Manual and Technical Assistance Packet (TAP) are also located on this page. Use the e-Learning link for additional resources. If you have problems accessing the LAP, call the ITSD Help Desk at 800-347-0887 to have your password reset. 

To enter data in your LAP for FFY2017, select the agency number from the dropdown list and click on “Access Next Year’s WIC LAP” in the center of the page. The FFY2017 LAP contains some data from the previous year, including Agency Information and Personnel. You will need to review the accuracy of this data for FFY2017. Please note that the Agency Information should list the hours your agency provides WIC services and that this information is posted on Missouri’s WIC website.

Please report any problems you experience with the LAP application. A recurring error on the Evaluations tab lists the Objectives for FFY15 instead of FFY16. SUBJECT 2: October 1 MOWINS Nutrition Risk Factors Release. The next MOWINS full release is scheduled for the weekend of October 1, 2016. More detailed information will be sent out at a later date, including information about training. MOWINS will be unavailable for clinic operations from 8:00 pm on Friday, September 30 through 6:00 am on Monday, October 3. Please do not schedule any clinics for Saturday, October 1. To improve download times, this will be a staggered release. Local Agencies will have the option to download the release from noon to 5:00 pm on Sunday, October 2. A survey will be sent out asking LAs to notify us of the day you plan to download the release. If you have any questions, please contact the WIC Help Desk at or 800-554-2544.

SUBJECT 3: Two-Way Link Between Mom And Baby. IMPORTANT REMINDER WHEN CERTIFYING POSTPARTUM WOMEN AND INFANTS: A two-way link must be established between mom and baby. This is necessary not only for risk factor assignment; it is also necessary to ensure correct food package assignment. As an example, risk factor 142 Prematurity is not always being assigned at certification when appropriate. This risk factor is automatically assigned by the system if the difference between the LMP date of the linked mom and the actual date of birth of infant is ≤ 37 weeks gestation as entered on the Health Information tab. If the local agency does not establish a two-way link between mom and baby prior to completing their certification, this risk factor will not be assigned. Any time there is not a two-way link established between the mother and infant, the CPA will need to manually assign the prematurity risk factor 142 and provide supporting documentation. Changing the Way We Look at Agriculture: Opportunities for RDNs
The pre-recorded webinar is available through the Academy of Nutrition and Dietetics Foundation’s Future of Food Initiative. In this webinar, participants will gain an understanding of the current state of U.S. farming versus international farming and learn about innovative strategies happening globally to help nutritiously feed our growing world population. They will also learn of ag-related projects and practices that other affiliates and Dietetic Practice Groups are participating in, and be inspired to get more connected to agriculture and have a better understanding of agriculture practices worldwide.

Dietary Targeting of Inflammation: Modification of Cancer Risk
A significant and growing body of evidence demonstrates that inflammation contributes to cancer risk. Research also suggests that the inflammatory response may be modified by diet and dietary components. This webinar will examine the relationship between inflammation and cancer, as well as foods and dietary patterns that have been shown to impact the inflammatory response. Attendees will come away with the recognition that RDs can play an important role in positively impacting the health of patients and clients at risk for cancer by encouraging dietary interventions that reduce inflammation. JOB POSTING: Full-Time Registered Dietitian - Clay County Public Health Center. Clay County Public Health Center seeks candidates for the position of full-time Registered Dietitian. The Registered Dietitian is a professional who provides accurate nutrition assessments, assigns risk factors and provides appropriate nutrition and breastfeeding education to all participants according to the state WIC Program policies and procedures.


  • Graduation from an accredited four-year college or university with a Bachelor's degree in public health nutrition, dietetics, nutrition, food science, home economics or closely related field; including or supplemented by at least 15 semester hours in foods and nutrition including one or more courses in diet therapy and community nutrition; or completion of an undergraduate curriculum approved by the American Dietetic Association OR a Master's degree and supplemental course work as identified above. Registration or current eligibility for registration by the Commission on Dietetic Registration may be accepted in lieu of other specified qualifications
  • Excellent communication and computer skills are required
  • Must have a current driver’s license and proof of insurance
  • Must be able to work with computer software as required by the state of Missouri for the input of client information and the processing of client vouchers
  • Successful completion of the state required training within the time designated by state WIC office and any mandatory retraining
