SUBJECT 1: Food & Formula Reference Guide (FFRG) - May 1, 2016 Version. The Food & Formula Reference Guide (FFRG) has been updated. Please see the following attached items and share with your staff:

SUBJECT 2: Updated Medical Documentation Form (WIC-27) - Effective May 1, 2016. Participants with a qualifying medical condition can receive contract infant formula in Ready-To-Use (RTU) form under food package III which requires completion of the WIC-27 form. Effective May 1, 2016, participants can receive contract infant formulas in RTU form for the following additional reasons:
- The ready-to-use (feed) form accommodates the participant’s condition better.
- The ready-to-use (feed) form improves the participant’s compliance in consuming the prescribed WIC formula.
The WIC-27 form was revised to incorporate the changes above. The form is being printed and will be shipped to all local WIC providers by May 13, 2016. The writable PDF version will be available at the link WIC 27 on April 29, 2016. In the meantime, please make copies as needed. SUBJECT 3: WIC Approved Food List in Spanish & Other Languages. The Spanish version of the WIC food list is being printed. The DHSS warehouse will only ship to local WIC providers who completed the online survey requesting the new Spanish food list. The expected shipping date is April 29, 2016. The new food list is being translated into other languages and will be posted on the website when it becomes available in May. SUBJECT 4: Breast Pump Order. Medela will begin shipping the breast pump order around the week of May 16th. Please remember that the following procedure must be followed in order to verify receipt of shipment for payment and to send the required WIC tags:
- Immediately upon receipt of shipment, please locate the packing slip and verify that your agency received the products and quantities stated.
- Sign the packing slip to verify the order is correct.
- Fax the signed packing slip to the state WIC office at 573-526-1470. WIC tags will be mailed upon receipt of your packing slip.
- If your agency did not receive what was stated on the packing slip, please contact the state WIC office immediately.

SUBJECT 5: Issuing a Child Food Package to an Infant. We have become aware of some agencies issuing child food packages to infants during the month the infant turns one. Although MOWINS may allow this, it is not allowed by policy. A nightly process in MOWINS looks at all infant records and removes the one-year child’s food package option in the 11th month for most new certifications. However, not all can be removed. An enhancement in MOWINS to address this issue is set to be developed at a future date. Until that enhancement is developed, agencies must review the food package issuance during the 11th month to assure the infant food package is being issued.
It is a USDA mandate to provide the participant with an infant food package through the calendar month during which the infant turns one year of age. Beginning with the following month, the participant can be issued a child food package. The attachment shows different scenarios that are possible.

SUBJECT 6: FFY 2017 WIC Local Agency Plan (LAP) Training. LAP training will be conducted June 27, 28, 29 and 30, 2016 at the Department of Health’s ITSD Training Room, located at 920 Wildwood Dr., Jefferson City. This one-day training is optional, but is strongly recommended for new LAP users and those who would like a refresher. Click here for more information and to register for the training. SUBJECT 7: Social Media Tools Webpage. Social media outreach activities can be an effective low-cost investment for WIC agencies to provide applicants/participants instant access to information about the Missouri WIC Program. The New Social Media Tools webpage is located here. This website contains resources which have been developed by the Missouri WIC State Office for local WIC agency use. SUBJECT 8: Change in State Staff Duties - Computer Equipment. Effective immediately, Cheryl West is the primary contact for Local WIC Provider staff regarding WIC computer equipment. Mark Davis continues with other duties as the WIC Assistant Chief. When you have WIC computer issues, please refer to the updated table below for the appropriate contact.

Child overweight can be prevented from birth with optimum, stage-related feeding based on Satter’s division of responsibility with feeding. Child weight acceleration can be neutralized by correcting feeding problems and restoring optimum feeding. Optimum feeding raises children to be competent eaters: To enjoy eating, to have positive food acceptance and food regulation skills, and to participate happily in family meals.
