SUBJECT 1: WOM Policies Update. The following WOM policies will be updated November 1, 2015:
ER # 3.01800 Residence Requirements for Participants- Exceptions to requirements, for proof of residence.
ER # 3.02000 Income Assessment and Documentation- Current income is income received by household during the month (30 days) prior to date of application for WIC benefits. Exceptions to requirements for proof of income.
ER# 3.0385 Proof of Identity- Exceptions to requirements for proof of identity.
If any of the proofs are not provided at the time of certification or recertification, the agency can choose one of two options:
- Inform the applicant, participant or guardian of the required documents needed and schedule a new cert/recert appointment within the regulatory timeframes for certification standards OR
If all other eligibility requirements are met and only one proof is missing, the applicant self declares she will provide the missing proof and signs the self-declaration in the Rights and Responsibilities. Agency staff then mark the pending proof box in MOWINS and print food instruments for the current month* (1-30 days). Inform the applicant or participant of the required missing proof that is needed and schedule the participant to return with the missing proof within 30 days. No more than 30 days of food instruments may be issued until the missing proof is provided. There are no exceptions to the 30 day limit.
*Current month in this context is the 1st month of the new certification/recertification period. If the participant comes in after the 1st of the month, they may receive a pro-rated food package.
- For a new certification, the participant will receive a prorated package dated only for the month in which the certification is done.
- If the recertification, where the participant has already received benefits for the month the recertification is being done, they will receive the next full month’s benefits.
If the participant being recertified has not received benefits for the month the recertification is being done, they will receive a prorated package dated only for the month the certification is being done.
