SUBJECT 1: FFY 2015 End-Of-Year Invoicing Due December 10, 2015. The deadline for submission of FFY 2015 end-of-year invoices is Thursday, December 10, 2015. Expenses must have been incurred prior to October 1, 2015 to qualify for the FFY 2015 funding year. The grant year will close the end of December and payments beyond this date are not possible. SUBJECT 2: NWA Leadership Conference Scholarships. The Missouri WIC Office is sponsoring two scholarships for LWP staff to attend the 2016 NWA Leadership Conference in Washington, D.C., February 28-March 1. This conference provides a forum to discuss Federal initiatives affecting the health and nutritional well-being of WIC mothers and young children, and WIC’s role as a preventative public health nutrition program. The deadline for applications is January 8. Please see the attached application for more information. (ONE ATTACHMENT)
SUBJECT 3: From The WOM - Ineligibility Notification ER# 3.03300.
Question: What are the requirements for notification of Ineligibility, Termination, and Certification Expiration?
Answer:1. Notice of Ineligibility: Clients must be notified, in writing, if they are ineligible for the program. This notice must include the reasons for ineligibility and the right to a fair hearing. State monitor staff will check to ensure that the notice and reasons for ineligibility are properly documented and copies maintained in the agency. This notice should include the Civil Rights statement.
2. Notice of Termination (suspension or disqualification): Clients must be notified in writing, 15 days before they are terminated from the program. This notification shall include the reasons for termination and the right to a fair hearing. State monitor staff will check to ensure that 15 days advance notice was provided to the participant and that the notice is properly documented and copies maintained in the agency. The notice is not required when a participant fails to pick up checks or when a participant’s income has been assessed over the telephone.
3. Notice of Expiration of a Participant’s Certification: Clients must be notified at least 15 days before their certification period is going to expire. This does not have to be made in writing, however during contract monitoring state staff must be able to verify the notice is provided with the proper timeframes, such as entering a general note in a MOWINS participant record. This notice must be at least 15 days before the end of the certification period, but no sooner than 60 days before the expiration of the certification period. The Civil Rights statement is not required.

SUBJECT 4: WIC Record Destruction. Attached is the current letter on audit closure and WIC record destruction for records from Federal Fiscal Year 2010 (through September 30, 2010) and older, unless prohibited from doing so by other state or local restrictions. At the time of destruction, all audits should be closed and there should be no outstanding related findings or issues. Please refer to WIC Operations Manual (WOM) ER # 1.06000 on Local WIC Provider Record Retention and Destruction. That policy will direct you on how to properly destroy WIC records and document the destruction. It will also provide you with a link to state law that covers records that your agency’s legal counsel or governing body have determined to be medical records. Please contact your district administrative technical assistance staff with any questions. (ONE ATTACHMENT)
SUBJECT 5: WIC Approved Infant Formulas. Recently, the State Office has received reports that some WIC participants accidently purchased the Enfamil Newborn formula (Not WIC approved formula) at the WIC retailers instead of the Enfamil Infant formula (WIC approved formula). The State office has developed the following items to assist local WIC staff:

- Mini-Poster - Importance of Taking A Closer Look At WIC Checks before buying WIC Formulas/Foods.

“ETHICS PRINCIPLES FOR THE DIETITIAN” - Code of Ethics 1 CPEU - This will satisfy Code of Ethics requirement for all RDs and DTRs. Total Cost: $18 http://www.dietitiancentral.comATTENTION: As many of you know, AND is requiring all RDs and DTRs to complete at least 1 CPEU of Continuing Professional Education in Ethics during each 5 year re-certification cycle in order to recertify. This requirement starts with the 5-year re-certification cycle which ends on May 31, 2017. Unlike all other opportunities in our CEU Corner, this webinar is fee-based. If anyone finds a “free” CEU opportunity to meet the Ethics requirement, please let your state nutritionist know.
JOB OPENING: Nutritionist - Crescent Clinic WIC (Jackson County, MO). Crescent Clinic WIC has an opening for a temporary Nutritionist/Dietitian for the WIC program to cover employee leave between February 2016 and April 2016. Flexible hours between 9am and 5pm, ranging from 10-32 hours/week. Will consider hiring 2 part-time nutritionists. WIC experience in the state of Missouri is required. Willing to work around your current schedule if already employed within MO WIC.
This position will be responsible for determining eligibility of WIC participants and providing nutrition & breastfeeding counseling to WIC participants. Applicant must have a Bachelor’s Degree in Dietetics, Nutrition, Foods and Nutrition, Home Economics, or closely related field, with at least 15 semester hours in Human Nutrition - including courses in Diet Therapy and Community Nutrition. Minimum qualifications include a Bachelor’s Degree in Dietetics, Nutrition or a related field; including or supplemented by 15 semester hours in food and nutrition from a 4-year program. Required course work includes at least one course in diet therapy or medical nutrition therapy I & II and one course in community nutrition or nutrition in the life cycle. WIC experience preferred.
