SUBJECT 1: Mandatory Nutrition Phase III Final Food Rule Training - Conference Call Information. This training via conference call will provide attendees with an overview of the phase III final food rule changes that will be implemented August 3rd, 2015. A CPA/Nutritionist from each agency is required to participate. Other staff is encouraged to attend. There will be time for questions & answers during the call. The purpose of this training is to cover the following topics:

  • Infants 9-11 months of age in Food Package II & III who may receive a Cash Value Voucher/Cash Value Benefit (CVV/CVB) for purchase of fresh fruits and vegetables in lieu of half of the infant baby food.
  • Women and Children in Food Package III who have a qualifying condition may receive infant food fruits and vegetables in lieu of the Fruit/Vegetable CVV/CVB.
  • Prenatal who is mostly or fully breastfeeding as it relates to her food package.

SUBJECT 2: Crystal Reports Change. The Crystal Enterprise reporting system used by LWP staff is being upgraded. The change will go into effect at 5:30 pm on Friday, June 26.

Here are the key pieces of information to know:

  • You will be able to access the reports by going to the current location for Crystal Reports on the WIC web site. You will automatically be redirected to the new site.
  • All reports have been migrated from the old system to the new system.
  • All user accounts have been migrated from the old system to the new system. User IDs and passwords will be the same on the new system as they were on the old system.
  • While the new system has a different look and feel, the basics of navigating folders and running reports are similar.

SUBJECT 3: FFY16 LWP Contracts. The local WIC provider (LWP) contracts for FFY16 have been mailed to WIC Agency Administrators. If your agency does not receive the contract in the mail by July 10, please contact Laura Thompson at Laura.Thompson@health.mo.gov or 573-526-7901. If you have content questions about your contract please contact your TA Team.

SUBJECT 4: LAP and Invoicing Updates for FFY 2016. The LAP and the Invoicing Applications for FFY 2016 have added dropdown windows to some of the Line Items. You pick the Line Item such as Administrative Office Costs and then select the item from the drop down that best describes the item you are budgeting or billing such as Printing Services. You must add an individual description in the comment box such as brochure printing. The cost for the item and method of allocation are similar to last year with the addition of a larger description box.

Drop Downs Include:

  • Administrative Office Costs-Printing Services, Membership Dues, Services, Outreach/Advertising, Supplies, Equipment Rental/Lease, Postage/Shipping, Other
  • Facilities Cost-Services, Rent, Utilities, Other
  • Indirect Costs-Indirect Letter or de minimis

The Indirect Line Item has also received a makeover. The federal government has updated the requirements for grant billing of Indirect costs. One of the biggest changes for Missouri WIC is the way Indirect costs are claimed. A claim for indirect costs can be supported by either a federally approved indirect cost rate letter or an approved cost allocation plan. Indirect cost billing shall not exceed the federally negotiated indirect cost rate or the de minimis rate of 10%.   • Agencies will be asked on the Agency Information Page if they want to use Indirect.
  • Agencies receive the $13.50 per participant caseload amount with or without Indirect.
  • Indirect Costs are those associated with the management and oversight of an organization's activities and Direct Costs are the easily defined and identified charges that are directly attributable to each program.
  • Indirect Costs are calculated as a percent of the Modified Total Direct Costs - see link above for details.
  • Each agency will need to look at their costs to see if charging indirect will be advantageous for their agency.

SUBJECT 5: WIC Paraprofessional/Professional Training - 2015 Schedule. The WIC Paraprofessional & Professional Training dates for the remainder of 2015 are scheduled for August and September. There are no trainings scheduled for October-December.

  • September 21st & 22nd (CPA/Nutritionist)

SUBJECT 6: Change in Local Agency Monitoring Assignments. Beginning in FFY16, WIC Technical Assistance (TA) staff will return to monitoring local agencies in all districts of the state. TA Monitor Staff will contact your agency to begin scheduling the monitoring visits August 1. If you have questions about WIC contract monitoring, please contact your TA team or call the WIC state office at 1-800-392-8209

SUBJECT 7: Missouri WIC Movie Theater Campaign. The Missouri WIC Program is actively participating in the realm of Social Media. WIC is releasing a 30-second video (attached) to be shown at movie theaters throughout Missouri, promoting the WIC program. The selected movie theaters, 27 in total, were chosen as they show reduced price movies for children (list of movie theaters attached).

In MOWINS, for tracking purposes at certification, for the question “How heard about WIC?” the LWP staff shall select “Social Media” from the drop-down listing if the participant reports they heard the advertisement at the movie theater. SUBJECT 8: CEU Corner. This section will have Continuing Education Opportunities posted for WIC staff:

  • The University of Nebraska Medical Center will sponsor “Breastfeeding: Baby’s Natural Choice Conference” on Wednesday, August 26, 2015. The conference will be held in La Vista, Nebraska. Training will be provided on topics such as infant sleep physiology and safe sleeping habits, components in breastmilk that affect health outcomes, feeding methodology, and breastfeeding support strategies. “Functional Medicine for Dietitians: 2015 Edition” will be available as a recorded webinar thru June 24, 2016 at http://www.dietitiancentral.com/ceu/dietitian_webinar.cfm?art_id=192&cid=163. Other webinars at this site are CDR approved, but may not be appropriate for WIC CEUs. Please contact your district nutritionist for approval.

The St. Louis County Department of Health is currently accepting applications for a Registered Dietitian to work out of the North Central Community Health Center in Pine Lawn.
