SUBJECT 1: Public Comment Invited on 2015 State WIC Plan. The Missouri Department of Health and Senior Services is soliciting public comment on the proposed Women, Infants and Children (WIC) Special Supplemental Nutrition Program FFY 2015 State Plan, which covers the period beginning October 1, 2014 and ending September 30, 2015. The State Plan describes the State agency's objectives and procedures for all aspects of WIC Program administration for the 2015 federal fiscal year. The State Plan is located at http://health.mo.gov/living/families/wic/localagency/formspoliciesprocedures/. All public comments are welcome and should be directed to the attention of Susan.White@health.mo.gov via email, fax to 573-526-1470 or mail to Susan White, WIC and Nutrition Services, P.O. Comments will be included in the final copy of the plan which must be submitted to the US Department of Agriculture by August 15, 2014.
SUBJECT 2: Voter Registration Requirements Reminder. We’re sending a reminder to local agency staff regarding voter registration requirements, per the National Voter Registration Act of 1993. Please share this reminder with other WIC staff:
Local agencies must offer the opportunity to register to vote to every WIC participant and authorized representative age 17 ½ years and older at every certification, recertification and when notified of a change of address. This requirement applies when the participant or authorized representative is applying for WIC benefits for themselves or on behalf of an infant or child.

This annual training is required of all WIC staff except Peer Counselors and volunteers.

SUBJECT 3: MOWINS Scheduled Maintenance - Reminder and Change in Plan. New food rule changes will be made in MOWINS during the evening of Tuesday, September 30, 2014. Because these changes must be made during the week, the MOWINS database will be shut down for all clinic activity at 5:00 pm on Tuesday, September 30, 2014. We will run a process that will kick all users off the system promptly at 5:00 pm. Please plan your clinics accordingly. MOWINS will be available again at 6:00 am the morning of Wednesday, October 1, 2014.
In the previous WIC updates message about this maintenance, we stated that there was no release planned for that date. However, we have received Release 2.20 from our contractor which contains some critical fixes for the month of February check printing. In order to assure that February prints as accurate as possible, we must implement this release before November 1, 2014. Please allow extra time when logging into each machine on Wednesday, October 1, for the download of the release. Once the release has downloaded, you will get a prompt that MOWINS will restart and you will need to log back in. You must do a reset/update after the release downloads in order to assure all updates from the server are applied to the computer.

SUBJECT 4: Void-Redeemed Checks: The 2010 State Audit cited the WIC program for inadequate controls to ensure the proper disposition of voided food instruments (FIs) as required by regulation. New policies were introduced in 2011to correct this, including instructions to shred voided FIs immediately after they are keyed as void in MOWINS and reviewing a report to identify any voided FIs.
Although there has been a reduction in the redemption of voided FIs, it is still occurring. USDA approved a revision to policy ER# 3.04000, effective January 1, 2014, to recoup funds over issued to participants because of redeemed voided FIs. To give time to come into compliance, a grace period was in effect through the third quarter of FFY 2014. Agencies which issued voided checks to participants during this time received an email notification, with follow-up from state WIC staff to provide technical assistance. This WIC Update is a reminder that the grace period is ending and agencies will receive a bill after October 1 for voided and redeemed FIs during the fourth quarter of FFY2014 (July-September). The candidate must have a high school diploma or equivalent and breastfed one baby (does not have to be currently breastfeeding). The selected candidate will provide basic breastfeeding information and encouragement to WIC eligible prenatal and breastfeeding moms and express enthusiasm about breastfeeding and help mothers enjoy a positive experience.
