Mandatory Administrative Update Training - Registration Open. As was stated in the October 7 WIC Update, the USDA recently conducted a Management Evaluation of Missouri WIC. The WIC State Office is holding two trainings to provide guidance on the Nutrition and Administrative findings. The Administrative Update Trainings have now been scheduled for early in 2015 at 8 locations throughout the state. The WIC Coordinator from each agency must attend. SUBJECT 3: Updated WOM Policies - Pending Proof Change. USDA-approved revisions to three WOM policies:

These policies were changed to require proof of residency, income and identity before participants can be issued food instruments.  If the participant does not have any of these proofs, WIC benefits cannot be issued. These policies were effective on January 6, 2014 and are posted on the WOM site.

In reviewing reports from MOWINS, the State Office has identified instances of participants receiving FIs when one or more of these proofs are missing. The above WOM policies require all proofs to be received before benefits may be issued. When the participant returns with proofs, LWP staff must update MOWINS to indicate proof(s) received prior to printing checks. Please contact your Technical Assistance (TA) staff if you have questions regarding these policies.

As a reminder to LWPs, an online fraud reporting tool is available on the main WIC web page (http://health.mo.gov/living/families/wic/index.php) to report suspected fraud, including screenshots of suspected fraud on social media sites (e.g., selling food/formula on Facebook or Craigslist).
The link on the website is titled, “Report WIC Fraud”.

Reports submitted through this online reporting system are immediately transmitted to the State Agency for investigation. Participants/authorized representatives who are advertising WIC provided foods/formula for sale will receive a warning letter from the State for the first incident; a second incident may result in disqualification for one year (or until the claim is paid in full). SUBJECT 5: Breastfeeding Coordinator Training. This is a reminder that there is a Breastfeeding Coordinator Training scheduled for April 2, 2015 in Jefferson City. This one-day session will cover the role of the Breastfeeding Coordinator, breastfeeding management, 3-Step Counseling, and guidelines for loaning breast pumps. This training will go beyond what is covered in the training “Using Loving Support to Grow and Glow in WIC”.

The training is mandatory for all new Breastfeeding Coordinators. Any other staff member who would like additional information on breastfeeding is welcome to attend. Email the attached registration form to the State WIC office by March 27, 2015. SUBJECT 6: Fundamentals of Breastfeeding - An 18-Hour Course. The state WIC office is hosting the “Fundamentals of Breastfeeding: An 18 Hour Course” in two different locations in the state. This training is for nutritionists, nurses and peer counselors who need a comprehensive course to prepare them to assist breastfeeding mothers with normal lactation and common breastfeeding challenges.

Dates and training sites are scheduled for Springfield (May 20-22, 2015) and Columbia (June 24-26, 2015). If you would like to attend this training please register online by clicking here. SUBJECT 7: Lactation Support Mini-Grant for Businesses. The Missouri Breastfeeding Friendly Worksite Program is a state-wide initiative to increase employer support for breastfeeding mothers. The Missouri Department of Health and Senior Services (DHSS) is offering up to $500 to a limited number of Missouri employers to create or improve their lactation support policies and programs.

To be eligible to receive a mini-grant, the employer must submit their breastfeeding support policy which must be in compliance with the breastfeeding support requirements from the Fair Labor Standards Act (FLSA). To apply, complete the attached application and budget, and submit by March 1, 2015 to karla.voss@health.mo.gov. Notice of awards will be made within 30 days of application due date or on a first come, first serve basis. All funds must be expended by May 30, 2015. SUBJECT 8: Nutrition Training Manual - Continuing Education Hours (CEUs). The state WIC office has discussed and approved WIC CEUs for the completion of the Nutrition Training Manual (NTM). Per policy, counseling staff shall complete a minimum of five (5) continuing education hours in nutrition education (CNE) and one (1) hour in breastfeeding education per Federal Fiscal Year (FFY). Counseling staff will receive six (6) CEUs (5 hours nutrition education and 1 hour breastfeeding education) upon completion of the NTM. The state office is authorizing 6-CEUs to all staff that has completed the NTM since October 1, 2014 to current date. Please contact your State TA Nutritionist with questions

SUBJECT 9: A Summary Report of the WIC Approved Food List Front Page. Thank you for participating in the WIC Approved Food list Front Page survey. A summary report of the survey is attached; the top three choices were Samples 7 (113 votes), 6 (43 votes), and 11 (39 votes). Please feel free to share it with your staff. SUBJECT 10: WIC Record Destruction. Attached is the current letter on audit closure and WIC record destruction for records from Federal Fiscal Year 2009 (through September 30, 2009) and older, unless prohibited from doing so by other state or local restrictions. At the time of destruction all audits should be closed and there should be no outstanding related findings or issues. Please refer to WIC Operations Manual (WOM) ER # 1.06000 on Local WIC Provider Record Retention and Destruction. That policy will direct you on how to properly destroy WIC records and document the destruction. It will also provide you with a link to state law that covers records that your agency’s legal counsel or governing body have determined to be medical records. The Cass County Health Department is accepting applications for a full-time Registered Dietitian/Nutritionist in the Women, Infants, and Children (WIC) Program.
