SUBJECT 1: From the WOM - Pending Proofs ER# 3.03850, ER# 3.01800, ER# 3.02000.

Question: What are the requirements when performing a pending proof certification?

Answer: Applicants are required to bring proof of identity, income, and residency to a certification appointment. If a client does not have the required income documentation at the appointment, and has met all other eligibility criteria, LWP staff should screen for income eligibility based on self-declaration with a signed statement from the applicant. The revised Rights & Responsibilities include the self-declaration statement. Staff should provide up to one month of food instruments and require appropriate income documentation be brought in within 30 days. The applicant must bring in two out of the three required proofs in order for LWPs to provide a pending proof certification:

  1. If a client has proof of identity and income but is missing residency proof, the LWP can provide a pending proof certification of 30 days. The participant must not be offered a second or subsequent 30 day certification. During this time the participant needs to bring in the missing proof. A pending proof certification may be provided since the client has met all other eligibility criteria such as identity, income, nutritional risk and is categorically eligible.
  2. If a client has proof of identity and residency but is missing income proof then the agency can provide a pending proof certification of 30 days. The participant must sign a statement as an applicant self-declaring household income. The participant must not be offered a second or subsequent 30 day certification. During this time the participant needs to bring in the missing proof. A pending proof certification may be provided since the client has met all other eligibility criteria such as identity, residency, nutritional risk and is categorically eligible.
  3. If a client has proof of identity but is missing income AND residency then they will need to reschedule the appointment and bring all required documentation. Since the client is missing multiple proofs they are not meeting all other eligibility criteria. This person should be offered an appointment within the processing timeframes.
