New employees must complete this training within 60 days of hire. Completion of this training should be documented on the employee training record.

If you have any questions, please contact your district TA Administrative staff. (TWO ATTACHMENTS)

  2. Text4baby Breastfeeding Messages: The National Healthy Mothers, Healthy Babies Coalition has provided two fact sheets for text4baby. The first describes overall text4baby message development and the second is specific to the breastfeeding messages. Below are links to the two fact sheets:
    Overview
    Breastfeeding
If you have any questions, please contact your district TA nutritionist.

  3. Breastfeeding and the Use of Human Milk Policy Statement: The American Academy of Pediatrics (AAP) has just released a new policy statement titled, “Breastfeeding and the Use of Human Milk”. The AAP reaffirms its recommendation of exclusive breastfeeding for about 6 months, followed by continued breastfeeding as complementary foods are introduced, with continuation of breastfeeding for 1 year or longer as mutually desired by mother and infant. The new policy statement encourages the use of the World Health Organization (WHO) Growth Curve Standards to monitor infant growth to avoid mislabeling breastfeeding infants as underweight and endorses the WHO/UNICEF Ten Steps to Successful Breastfeeding. The policy statement can be viewed here. If you have any questions, please contact your district TA nutritionist.

  4. Status of “Baby Your Baby Health Keepsake” books (#1081): The books are currently not available at the DHSS warehouse. The State office will notify all local WIC providers through the WIC Updates when the books become available. If you have any questions and/or suggestions, please feel free to contact Takako Tagami at Takako.Tagami@health.mo.gov.

  5. Zero Income Affidavit (Spanish): The Zero Income Affidavit is available in Spanish. Please feel free to make copies as needed. It is also being translated into various languages. If you have questions, please contact Takako Tagami at Takako.Tagami@health.mo.gov. (ONE ATTACHMENT)

  6. e-Learning Update: In the WIC Updates of October 31, 2011, we included an article on our plans to go to e-Learning. Additional information is now available. With e-Learning, we will convert many of our current face-to-face trainings to webinars using advanced software that was recently purchased that will make the webinars more user friendly. Among these trainings are WIC Basic Orientation and MOWINS training. We will also use software that will automate the process of registering for training. Because of this, all WIC staff will need to have their own email address so they can register for WIC training. Local agencies can contact ITSD at 800-347-0887 to arrange for staff to have an email address. Also, all local agencies will need to have a training coordinator. This will be necessary because staff will not come to Jefferson City as much for training and someone at the local agency will need to be designated to ensure the required WIC training is done. See training coordinator attachment for more information. The requirement for all WIC staff to have an email address and for all agencies to have a training coordinator will be in the Scope of Work (SOW) with local agencies for FFY 2013, which begins on October 1, 2012.

If you have questions, please contact Mark Davis at Mark.Davis@health.mo.gov or 573-526-5323 or 800-392-8209. (ONE ATTACHMENT)

  7. MOWINS Referrals: There have been many calls and e-mails coming in to report the referrals in MOWINS disappearing from the available list for agencies when inside a participant’s folder. The problem is related to access in the System Administration area of MOWINS. A permanent fix will require an enhancement. In the interim, a solution that should work for all agencies will be implemented on Monday, March 5, 2012.

Below are the steps that will happen in MOWINS on 3/5/12:

    a. Seven (7) state level referrals will be available to all agencies (see list below). When documenting referrals for a participant in MOWINS, agencies should choose one that best fits the actual referral being made. Additional notes can be made in general notes or SOAP notes if necessary:

    • Local Health Department (Examples: immunizations, pregnancy testing, flu shots)
    • Medical/Dental Health Services (Examples: dentist, doctor, health clinic)
    • Food Assistance (Examples: local food pantry, Red Cross, Goodwill)
    • Community Services (Examples: car seat inspections, housing, shelters, clothing, utilities)
    • Lead Screening (Example: lead program)
    • Substance Abuse (Example: substance abuse program)
    • Federal/State Program (Examples: SNAP, MoHealthNet)

    b. All other referrals will be inactivated. Agencies will no longer be able to choose specific organization referrals from the list. All referral history will remain in the participant records.

    c. Access to add/modify/delete referrals in System Administration will be removed for all local agency staff. This will not have any effect on the ability to add a referral to a participant record.

At this time, please do not request any specific referrals to be added to the system. If you have any questions, please contact Melissa Seaver by telephone at 800.392.8209 or e-mail: Melissa.Seaver@health.mo.gov.

  8. Microcuvette & Analyzer Deliveries: Agencies scheduled to receive a shipment of microcuvettes and/or analyzers should be receiving their shipment this week, March 5th.
Once you have received your order, please verify the number of microcuvettes and analyzers received with the number listed on the packing slip. If the number of microcuvettes/analyzers in the package is the same as the packing slip, sign and date the packing slip. Please fax the packing slip to Ellen at 573-526-1470, within one (1) week of receiving the shipment. Confirmation on the packing slip is required in order for the State WIC Office to pay for the microcuvettes and send WIC tags for the analyzers. If the number of microcuvettes/analyzers received is different from the packing slip, please call Ellen Whittington at 800-392-8209 or (573) 751-3661. If you are unable to locate your packing slip, please send an email stating how many boxes or analyzers you received and the date you received the shipment to Ellen Whittington at 800-392-8209 or (573) 751-3661.

  9. Serving WIC Participants in a Disaster: In anticipation of the severe weather season in Missouri, reviewing and/or copying the following policies now may be helpful in the event of a disaster.

Prior to implementing the disaster policy, contact your assigned technical assistance team or the state WIC office to notify them of the local emergency. The emergency is declared at the local level, not at the state level. ;The role of the state team is to assure the policy is implemented properly in the case of a true emergency.

Remember to check on the status of local vendors to assess the availability of WIC food in the area. Contact your technical assistance team to let them know the status of the WIC agency, vendors, and participants. This helps the state office respond appropriately to calls.
If you have questions, contact your assigned technical assistance team.
