SUBJECT 3: FFY 2011 End-of-Year Billing Due December 9, 2011

  1. New MO WIC IBCLCs:  Congratulations to the following WIC staff who passed the exam provided by the International Board of Lactation Consultants Examiners (IBLCE) and are now recognized as an International Board Certified Lactation Consultant (IBCLC).  Each of them had to document many hours of counseling time, attend a 45 hour approved course on advance lactation management and pass the exam provided by IBLCE.  Congratulations to our new IBCLCs!

  2. Change to Participant’s Rights and Responsibilities Form:  Changes were made to the Participant’s Rights and Responsibilities form.  These changes were needed to respond to a Management Evaluation (ME) USDA conducted earlier this year.  Language was added on dual participation, nutrition education services and other language to conform to the federal regulations.  Information was also added to inform participants that we will allow sharing of WIC data with the Department’s Bureau of Immunization Assessment and Assurance (BIAA).  This sharing will allow BIAA to better identify populations for outreach, with the goal of improving rates of immunization in the State. BIAA will provide WIC information on MoHealthNet participants who are not on WIC.  This information will be forwarded to WIC local agencies to use for outreach activities.

    Attached is the new Participant’s Rights and Responsibilities form with changes highlighted in yellow.  You do not need to reproduce and start using it at this time.  The new forms will be shipped to you; they should arrive at all locations by December 15, 2011.  You may start using the new forms as soon as they are received.  You must dispose of the old form and start using the new form by January 1, 2012.

  3. FFY 2011 End-of-Year Invoicing due December 9, 2011:  The deadline for submission of FFY 2011 end-of-year invoices is Friday, December 9, 2011.  Expenses must have been incurred prior to October 1, 2011 to qualify for the FFY 2011 funding year.  The grant year will close the end of December and payments beyond this date are not possible.
