  1.   2. Void/Redeemed WIC Checks:  The State Auditor’s Office, in their fiscal year 2010 WIC program audit, cited the WIC program for having inadequate controls to ensure that the disposition of voided food instruments (WIC checks) are properly accounted for as required by program regulations. The issue was that 2,191 checks voided in the data system were redeemed by WIC participants.  While WIC policy states that local WIC providers are to deface as void and destroy these checks, this is not always happening and has resulted in $43,140 identified as a questioned cost.  The program has now received a letter from USDA demanding repayment of $43,140 in expenditures that should not have been charged to WIC.  This is a very serious issue that needs immediate resolution.

    The state WIC staff have been working with agencies to identify the reasons for giving voided checks back to participants and to reinforce proper procedure.  A report has been developed that helps agencies identify the voided checks and the individual that entered the check as void in the system.  We need local agencies to reinforce proper procedures for handling voided checks.

    We will continue to monitor/track this practice over the next several months to identify any patterns.  If the practice does not change to eliminate the redemption of voided checks, the state agency will be forced to consider more direct methods to stop this from happening, possibly going so far as to require the local agency to reimburse the state for the redeemed amount of the voided check.

  3. Status of Baby Your Baby Health Keepsake books (#1081):  The Baby Your Baby Health Keepsake books are currently not available at the DHSS warehouse.  The Bureau of Genetics and Healthy Childhood has purchased the books.  The books will be available in September; however, there may not be enough to provide the requested number of books to local WIC providers.  Therefore, an order survey will be e-mailed to local WIC coordinators on Wednesday, August 24, 2011.  Only local WIC providers who complete the survey will receive a shipment.  If you have any questions and/or suggestions, please feel free to contact Takako Tagami at Takako.Tagami@health.mo.gov.
