  1. Outreach for H1N1 Vaccinations:  We are getting questions from local WIC agencies about appropriate uses of WIC data for outreach to get pregnant woman and young children in for H1N1 flu shots.  According to the federal WIC regulations 246.6 (b) (3), local agencies are to make available appropriate health services to participants and inform applicants of the health services that are available.  Given that pregnant women and young children are among the highest priority groups for H1N1 vaccination, it is appropriate for the local agency WIC staff to reach out to these vulnerable populations and make a referral for this important health service via whatever means the agency believes is most efficient and beneficial for contacting them (e.g., phone or mail or some other means).  As long as the local WIC staff is involved in the outreach effort, WIC participant data may be used without violating WIC regulations regarding participant confidentiality.  WIC regulations 246.26 (d) (1) (ii) allow the state agency to determine what is an appropriate use of participant data for WIC program purposes.  Getting our vulnerable pregnant women and children vaccinated against H1N1 influenza is consistent with making appropriate health services available to participants and good public health practice.  Agencies may request a current participant data report from Mark Davis by calling him at 573-526-5323 or via email at Mark.Davis@health.mo.gov.  If you have any questions on uses of WIC data for H1N1 outreach, please contact your TA team.

  2. ProSobee LIPIL - Name and Label Changes:  This is to notify local WIC providers that Mead Johnson Nutritionals (MJN) has changed the name from Enfamil ProSobee LIPIL to Enfamil Soy LIPIL.
    • The UPC codes for Enfamil Soy LIPIL are the same as those of Enfamil ProSobee LIPIL.
    • The food descriptions in MOWINS have been updated as shown in the table below.  The new descriptions allow participants to purchase either Enfamil ProSobee LIPIL formulas (old) or Enfamil Soy LIPIL formulas (new) at WIC vendors.  On October 1, 2009, the old description will be inactivated and the new description will be activated in MOWINS.

    According to MJN, Enfamil Soy LIPIL formulas may be available at WIC vendors in early November 2009.  WIC vendors will be notified of this change.  Please share this change with your staff and participants.  If you have any questions, please contact Takako Tagami at Takako.Tagami@health.mo.gov.

  4. New Food Package Lesson Plan:  The New Missouri WIC Foods Lesson Plan for LWPs to use for participant education is now available.  Attached are 5 parts:
    • A one page lesson plan that is an outline only
    • A lesson plan for a short (10 minute) lesson
    • A short (10 minute) power point presentation for participants
    • A lesson plan for a longer (30 minute) lesson
    • A longer (30 minute) power point presentation for participants

    Suggestions for using the lesson plans are:

    • Use the power point presentation, either the short or long version, for group nutrition education.
    • Copy the longer version of the power point presentation, laminate, and spiral bind or put in a 3-ring binder.  Divide into sections and present applicable sections to participants for individual nutrition education.  For instance, discuss the Introduction, Section 1 (The Breastfeeding Dyad) and portions of Section 3 (Children and Women) with pregnant women.
    • Copy the short version of the power point presentation, laminate, and spiral bind or put in a 3-ring binder.  Use for individual nutrition education.   
    • Refer to the longer lesson plan for background information and details about new WIC foods.

Rural Development Opportunities: USDA is making available grant and loan opportunities to strengthen rural communities and promote small local farmers.  Attached is a memo from Deputy Secretary Kathleen Merrigan explaining the program. There is contact information in the memo if your agency is interested in pursuing some of these initiatives.
