  1. New Food Package Changes and Other MOWINS Updates Coming October 1, 2009:  As many of you remember from the June 9 MOWINS Production Database Release 1.38, it took about 45 minutes for MOWINS to upload all of the revisions.  This was very inconvenient to all of you and we do apologize for that.  In preparation for the October 1, 2009, New Food Package update and the release of other updates, which is Release 1.40, the State WIC office is recommending that you allow at least 45 to 60 minutes for this download to be installed on the morning of October 1, 2009.  That morning you may not want to schedule clients until an hour later than what you normally would.  We are also recommending that you schedule lightly for about the first 2 weeks on October to allow you and your staff to become more familiar with the new WIC food packages.  If you have any questions, please contact your district TA nutritionist.

  2. FFY 2010 WIC State Plan Goals and Objectives:  The State WIC Office is soliciting your comments on Missouri’s planned Goals, Objectives and Strategies for Federal Fiscal Year 2010 (October 1, 2009 and ending September 30, 2010).  USDA requires states to develop an annual plan that includes goals on nutrition services initiatives to promote and support breastfeeding, vendor management, and other program goals.  USDA’s National priorities include: revitalizing quality nutrition services through value enhanced nutrition assessment (VENA); breastfeeding; and reducing overweight and obesity in children (sometimes referred to as Fit WIC).  The Missouri plan addresses USDA’s national priorities and requirements in addition to a focus on improving customer service.  The FFY10 Goals, Objectives and Strategies can be found in the attached document.  Please send your comments by June 30, 2009 to the attention of Lyn.Konstant@health.mo.gov.

  3. MOWINS Release 1.39:  We will release MOWINS version 1.39 into production on Friday, June 26, 2009.  This release will contain a fix for the deadlock error that occurs in the issue checks mode of MOWINS, along with other application errors that have been reported.  The attached list contains issues reported by Missouri, Arkansas, and Spirit (Chickasaw and other ITOs) that are scheduled for Release 1.39.

    We recommend that you allow time for the updates to download (approximately 45 minutes) when a new version has been released, to minimize delays in providing WIC services.

    Each time a new release is pushed to production, the MOWINS document templates must be reloaded on each MOWINS computer.  The link to the website to download the templates will be sent in an e-mail to all WIC Coordinators and Nutrition Coordinators on the morning of June 26, 2009.

  4. September Saturday WIC Clinics:  We need to do a data conversion to clean up records related to transfers between HANDS and MOWINS on one Saturday in September 2009, causing MOWINS to be unavailable on the Saturday that is selected.  If you have a Saturday WIC clinic planned for any Saturday in September, you need to send an email to Mark Davis by July 2, 2009, and list which Saturday(s) in September will have a clinic.  We will then let you know on which Saturday the data conversion will occur.  We are hoping at least one Saturday has no planned WIC clinic.

  5. Pre and Post New WIC Food Package Conference Calls:  The state WIC office will be conducting two conference calls in connection with the implementation of the New WIC Food Packages.  The conference calls are scheduled for two hours in length and all WIC staff members are welcome.  The conference calls will not be mandatory, but attendance is suggested.  The call-in phone numbers will be sent at a later date to the agency’s administrator and WIC and Nutrition Coordinators.  The dates and times below are specific to the following regions:
     Pre-Conference Calls
    1. August 14, 2009: Central District (9 – 11 am) and Eastern District (1 - 3 pm)
    2. August 26, 2009: Southwest District (9 - 11 am) and Southeast District (1 – 3 pm)
    3. August 27, 2009: Northeast District (9 - 11 am) and Northwest District (1 – 3 pm)

     Post-Conference Calls

    1. November 5, 2009: Central District (9 - 11 am) and Eastern District (1 - 3 pm)
    2. November 12, 2009: Southwest District (9 – 11 am) and Southeast District (1 – 3 pm)
    3. November 19, 2009: Northeast District (9 - 11 am) and Northwest District (1 – 3 pm)

    The purpose of the Pre-conference call is to address questions the LWPs may have after attending the state provided New Food Package Training, and before the implementation of the new food package beginning October 1, 2009.  The purpose of the Post-conference call is to address the LWPs questions/concerns after the implementation of the new food package.  If you have questions about the conference calls please contact D’Anne Ward by e-mail at danne.ward@health.mo.gov or by phone at 1-800-392-8209 or 573-526-0209.

  6. Participant’s Rights and Responsibilities (WIC-10 - Back-Up Form)–Translated Versions:  Attached are the WIC Participant’s Rights and Responsibilities form (6-09 version) in the following languages: Arabic, Bosnian, Chinese, Farsi, Hmong, Korean, Russian, Somali pdf and Ukrainian.  The WIC-10 form in 12 languages including English, Spanish and Vietnamese will be posted on the WIC MOWINS website during the week of June 22, 2009.  If you have suggestions and/or questions, please contact Takako Tagami at Takako.Tagami@health.mo.gov.

  7. UPDATE-Shipping Notification-Missouri Voter Registration Application Form (WIC/MVR-1):  The Missouri Voter Registration Application forms (30,000 forms) have been printed.  Some local WIC providers may receive the forms on June 22nd or June 23rd.  Tentatively, the warehouse must limit each local WIC provider to 400 forms or less.  Therefore, your agency may not receive the amount of forms requested.  Additional forms should be available at the warehouse in about 4-5 weeks.

    If your agency ordered in early June and has not received the forms by early next week, please complete the WIC-8 form and fax it to the DHSS warehouse at 573-751-1574.  If you have suggestions and/or questions, please contact Takako Tagami at Takako.Tagami@health.mo.gov.

  8. Updated Supply Request Form (WIC-8):  The WIC Supply Request Form (WIC-8) has been updated.  Please begin using the updated form immediately when ordering supplies from the DHSS Warehouse.  If you have suggestions and/or questions, please contact Takako Tagami at Takako.Tagami@health.mo.gov.
