  1. MOWINS Release 1.39.06: This release will be applied to the MOWINS Production Database on Friday, September 4, 2009.  We recommend that you allow time for the updates to download on each PC (up to 45 minutes), to minimize delays in providing WIC services.  The first time each computer is logged into MOWINS on or after Friday, September 4, the release will download.  Once the download completes, the MOWINS application will give you a message that it will restart.  To ensure you have the new release, open the application (clinic if you are a LWP, state office if you are a state employee), then click on Help: about WIC.  You should see a window with the version number 1.39.9233.1221.

    This release contains the following fix(s):

    1. Data Sync fixes

    After the release is downloaded, the MOWINS letter templates must be installed.  The letter templates will change the information from Chickasaw Nation to Missouri WIC on the documents printed from the MOWINS application.

  2. WIC Invoicing Application/WIC-24 InvoiceThe online WIC Invoicing (WIC 24) Application has been upgraded to allow agencies to submit an invoice even though the Year-to-Date In-Kind reported on any individual line item may exceed the total budget for that line item.  Agencies will now receive a “soft error” notification which will no longer prevent them from submitting their invoice.  The error message will appear in RED letters and read as follows:  “In-Kind item(s) are over-budget on your WIC-24 (C or D).  To determine which items are over-budget, please refer to your most recent In-Kind Administrative Cost Report”.  If you have any questions please contact Laura Weiler at Laura.Weiler@health.mo.gov or 573-526-7901.

  3. Missouri WIC Policies and Procedures: new addition to the LWP Home Page:
    This page is located at: WIC LWP.  Click on Policies and Procedures on the left side of the page.  This new category includes the New, Revised and Deleted Policies list and the WIC Scope of Work, both under Missouri WIC Policies.  Included in Missouri WIC Procedure Manuals are the Local Agency Plan (LAP) Manual, Technical Assistance Packet (TAP), revised Voter Registration Training and Health and Nutrition Assessment Handbook (HNAH), August 2009.  Look for additions to this category as they become available.  If you have questions, you may contact Betty Cassidy at 800-392-8209 or Betty.Cassidy@health.mo.gov.

  4. The National Voter Registration Act of 1993:  This Act requires that the local WIC providers must keep a tally of completed voter registration applications sent to the local election authority weekly.  The tally count must be maintained in agency files for 24 months.  An optional tally sheet has been developed by the State WIC office for use by agencies who would like an example.  Please find attached the optional tally sheet example.  If you have questions contact Betty Cassidy at 800-392-8209 or Betty.Cassidy@health.mo.gov .

  5. Breast Pump Order:  Medela will begin shipping the Lactina Select electric and Harmony manual breast pumps and the double pumping kits the week of September 3rd.  Please remember that the following procedure must be followed in order to verify receipt of shipment for payment and to send the required WIC tags.
      • Immediately upon receipt of shipment, please locate the packing slip and verify that your agency received the products and quantities stated.
      • Sign the packing slip to verify the order is correct.
      • Fax the signed packing slip to Laura Weiler at the state WIC office at 573-526-1470.  WIC tags will be mailed upon receipt of your packing slip.
      • If your agency did not receive what was stated on the packing slip, please contact the state WIC office immediately.

  6. Microcuvette Shipments:  HemoCue will begin shipping microcuvettes the week of August 31st to agencies that indicated on the recent survey they needed a new supply.  When the order arrives agencies are requested to verify the number of microcuvettes received with the number listed on the packing slip.  If the number of microcuvettes in the package is the same as the packing slip, sign and date the packing slip and fax the packing slip to Leslie Worrell at the State WIC Office within one (1) week of receiving the shipment.  The fax number is 573-526-1470.  Confirmation on the packing slip is required in order for the State WIC Office to pay for the microcuvettes.  If the number of microcuvettes received is different from the packing slip, please call Leslie Worrell at 1-800-392-8209 or send an email to WICOperations@health.mo.gov.  Thank you for your cooperation.

  7. Fit WIC MO FY09 Evaluation:  Thanks to LWPs who shared the information that the Fit WIC MO FY09 Evaluation form previously attached was “protected”.  Please use the attached for your FY09 Fit WIC MO Evaluation.  It is much easier to enter the information into the form now that it is not protected.  If you have already submitted your form, it is not necessary to re-submit.  Return this electronically to Rita Arni at rita.arni@health.mo.gov no later than September 30, 2009.

  8. Goal Setting in MOWINS:  The state WIC office has received several questions from local WIC providers regarding editing the participant’s goal and results in MOWINS.  The system currently will not allow the results of the goal to be edited after the initial certification is completed.  The CPA shall select a topic from the list provided on the Goal Setting tab;however at follow up visits the specifics of the participant-centered goal shall be recorded in the General or SOAP notes as well as the results to the participant’s goal.  If you have any questions regarding this information, please contact your district technical assistance (TA) team.

  9. Spanish Version of WIC Resource MaterialsThe Spanish versions of the items below are available through the following website: Food Packages.

  10. New Food Package News Release: The State WIC office has prepared a news release informing everyone about the new WIC food package.  You may be hearing it on the radio in your areas.  You can use this news release for your needs also.  Please see attached. If you have any questions, please contact your district TA nutritionist.

  11. HANDS Off to MOWINS Celebration:  On August 17, we honored HANDS (Health Agency Network Data System) and the people who used it to serve Missouri families over the last 16+ years.  We also celebrated the successful transition to our new data system, MOWINS (Missouri WIC Information Network System).  We thank the local agency staff that attended. The PowerPoint presentation from the celebration is attached.
