- Per Program Updates Training last October 2005 with Sandy Lewis of DHSS Office of Discrimination, all agencies need to have the ability to handle Limited English Proficiency clients. Each agency needs to have a written policy on the pro cess that will take place in their office if a situation of having a LEP client presents itself. Sandy has provided us with a number of agencies that handle over the phone translation service. We are not endorsing any of the agencies, just providing info rmation for you to have for your use.
