The Department of Health and Senior Services (DHSS) has reviewed air quality monitoring data collected by the Department of Natural Resources (DNR) at Bridgeton Landfill from the afternoon of April 30, 2015 to the afternoon of May 4, 2015.

DNR provides continuous monitoring of reduced sulfur compounds (reported as hydrogen sulfide), sulfur dioxide, carbon monoxide, and total volatile organic compounds (VOCs) at three fixed locations as well as routine, twice daily, surveillance of hydrogen sulfide, benzene, and odor levels around the entire periphery of the landfill. DHSS has reviewed both sets of data to identify potential public health concerns for short-term health effects. Generally, samples are collected near the property boundary and dispersion is expected to reduce exposure downwind of the sample locations.

Odors

DNR reported occasional light odors at various locations during this time period. DHSS continues to recommend that during periods of objectionable odor, sensitive individuals should stay indoors as much as possible, avoid outdoor exercise, and seek medical advice for any acute symptoms. Symptoms associated with exposure to strong odors include headache, nausea, and fatigue. Symptoms generally associated with strong odors typically disappear once the odors dissipate.

April 27 - 30

The Department of Health and Senior Services (DHSS) has reviewed air quality monitoring data collected by the Department of Natural Resources (DNR) at Bridgeton Landfill from the afternoon of April 27, 2015 to the afternoon of April 30, 2015. DNR did not collect AreaRAE monitoring data for several hours on April 28 and April 29 due to technical difficulties. However, during that time, DNR staff were able to monitor air quality near the landfill with handheld monitors. Technical problems with the AreaRAE monitors were resolved by 9am on April 29, prior to DNR’s report of occasional strong odors that were associated with work on the landfill on that day.

Sulfur dioxide measurements at that one monitoring location continued to fluctuate at concentrations below levels of public health concern, until the monitor was recalibrated on April 21. After recalibration, sulfur dioxide was not detected. This may indicate that readings on that one monitor were unreliable during this time period.

Follow-Up Review of Air Sampling Data

April 28

The Department of Health and Senior Services (DHSS) has reviewed laboratory air sample data for total reduced sulfur (TRS) compounds collected for the Department of Natural Resources (DNR) near Bridgeton Landfill on April 28, 2015. Samples were collected at one location upwind of the landfill and one location downwind of the landfill. DHSS has reviewed this data for evaluation of potential public health concerns of short-term health effects.

Hydrogen Sulfide and Other Reduced Sulfur Compounds

Hydrogen sulfide and other reduced sulfur compounds were not detected in the upwind or downwind laboratory air samples. While low concentrations of hydrogen sulfide were detected by the Jerome meter during routine monitoring on the same day, those concentrations were below levels of public health concern and were less than the detection limits of the laboratory analysis. Additionally, reduced sulfur compounds were not detected at any of the monitoring locations near the landfill on this day.

Sulfur Dioxide

Sulfur dioxide is also included in the analysis method for TRS, but was not detected in the upwind or downwind laboratory samples. While low concentrations of sulfur dioxide were detected by AreaRae monitors during routine monitoring on the same day, average concentrations were below levels of public health concern and were less than the detection limits of the laboratory analysis.

April 26

The Department of Health and Senior Services (DHSS) has reviewed air sample data collected for the Department of Natural Resources (DNR) near Bridgeton Landfill on April 26, 2015. Samples were collected at two locations upwind of the landfill and two locations downwind of the landfill for laboratory determination of concentrations of volatile organic compounds (VOCs). DHSS has reviewed this data for evaluation of potential public health concerns of short-term health effects.

VOCs

Concentrations of VOCs were well below levels of public health concern. Downwind of the landfill, 4 VOCs were detected in ambient air in concentrations that ranged from 0.19 parts per billion (ppb) to 2.9 ppb and did not exceed health-based screening levels for acute exposure.

April 23

The Department of Health and Senior Services (DHSS) has reviewed air sample data collected for the Department of Natural Resources (DNR) near Bridgeton Landfill on April 23, 2015. Samples were collected at one location upwind of the landfill and three locations downwind of the landfill for laboratory determination of concentrations of volatile organic compounds (VOCs). DHSS has reviewed this data for evaluation of potential public health concerns of short-term health effects.

VOCs

Concentrations of VOCs were well below levels of public health concern. Downwind of the landfill, 4 VOCs were detected in ambient air in concentrations that generally exceeded concentrations detected upwind of the landfill. VOC concentrations ranged from 0.19 parts per billion (ppb) to 3.1 ppb and did not exceed health-based screening levels for acute exposure.

April 14

Samples were collected at two locations upwind of the landfill and two locations downwind of the landfill for laboratory determination of concentrations of volatile organic compounds (VOCs). DHSS has reviewed this data for evaluation of potential public health concerns of short-term health effects.

VOCs

Concentrations of VOCs were well below levels of public health concern. Downwind of the landfill, 17 VOCs were detected in ambient air in concentrations that generally exceeded concentrations detected upwind of the landfill. VOC concentrations ranged from 0.21 parts per billion (ppb) to 150 ppb and did not exceed health-based screening levels for acute exposure.

April 7

Samples were collected at one location upwind of the landfill and two locations downwind of the landfill for laboratory determination of concentrations of volatile organic compounds (VOCs). DHSS has reviewed this data for evaluation of potential public health concerns of short-term health effects.

Concentrations of VOCs were well below levels of public health concern. Downwind of the landfill, 9 VOCs were detected in ambient air in concentrations that generally exceeded concentrations detected upwind of the landfill. VOC concentrations ranged from 0.18 parts per billion (ppb) to 8.1 ppb and did not exceed health-based screening levels for acute exposure.
