New Funding Opportunity – State Maternal Health Innovation – HRSA-24-047

The Health Resources and Services Administration announces the opportunity to apply for funding under the State Maternal Health Innovation (State MIH) program.

The purpose of the State MIH program is to reduce maternal mortality and severe maternal morbidity (SMM) 3 by:

• Improving access to care that is comprehensive, high-quality, appropriate, and on-going throughout the preconception, prenatal, labor and deliver and postpartum periods,
• Enhancing maternal health surveillance and data capacity, and
• Identifying and implementing innovative interventions to improve outcomes for populations disproportionately impacted by maternal mortality and SMM.

The program objectives to be accomplished during the period of performance to support programs goals are:

• By September 29, 2025 (Project Year 1), each recipient will develop a draft 5-year Maternal Health Strategic Plan (MHSP) to improve maternal health
• By September 29, 2025 (Year 1), award recipients will identify core measures to assess and report on program activities, including innovations, throughout the period of performance
• By September 29, 2026 (Year 2), each recipient and their established MHTF will submit a final MHSP
• By September 29, 2029 (Year 5), each recipient will increase the number of community members from populations with the highest rates of maternal mortality and severe maternal morbidity that participate on the state’s Maternal Health Task Force and in the implementation of the MHSP activities
• Recipients will release a public Maternal Health Annual Report each year of the period of performance about maternal health topics relevant to the state
• By September 29, 2029 (Year 5), identify and share the innovations with potential for replication, scale-up, and sustainability to improve maternal health

Notice of Funding Opportunity – Behavioral Health Integration (BHI) Evidence Based Telehealth Network Program (EB-TNP) – HRSA-24-010

The Health Resources Services Administration (HRSA) released a new Notice of Funding Opportunity (NOFO) HRSA-24-010, to integrate behavioral health services into primary care settings using telehealth technology.

The goal for the BHI-EB-TNP Program is to support evidence-based projects that utilize telehealth technologies through telehealth networks in rural and underserved areas to:

• Improve access to integrated behavioral health services in primary care settings
• Expand and improve the quality of health information available to health care providers by evaluating the effectiveness of integrating telebehavioral health services into primary care settings and establishing an evidence-based model that can assist health care providers.

Applicants are encouraged to propose novel ways to achieve equity in access to affordable, high-quality, culturally and linguistically appropriate telebehavioral care for rural and underserved patients across the U.S.

New Notice of Funding Opportunity – Physician Assistant Rural Training in Behavioral Health (PCTE-PARB) HRSA-24-019

The Health Resources and Services Administration (HRSA) released a new Notice of Funding Opportunity (NOFO) to increase the number of trained physician assistants who choose to practice in rural areas after graduation.

The Primary Care Training and Enhancement: Physician Assistant Rural Training in Behavioral Health (HRSA-24-019) aims to address the need to train primary care physician assistants to prevent, identify, diagnose, treat, and refer services for behavioral health conditions.

Eligible Applicants:

Only an academically affiliated physician assistant training program accredited by the Accreditation Review Commission on Education t=for the Physician Assistant (ARC-PA) may apply. To be eligible, your organization must be in:

• The United States,
• The Commonwealth of Puerto Rico,
• The Northern Mariana Islands,
• American Samoa,
• Guam,
• The US Virgin Islands,
• The Federated States of Micronesia,
• The Republic of the Marshall Islands, or
• The Republic of Palau

The following program objectives must be met:

• A 3-month minimum integrated behavioral health clinical rotation(s) in a rural primary care setting(s)
• Develop program curriculum to address behavioral health and substance use disorders
• Establish strategic partnerships that support primary care behavioral health integration in rural areas

Application Assistance for Rural Residency Funding – Apply by February 12

Learn more about what’s needed to apply for the newest funding opportunity for establishing rural residencies, the Rural Residency Planning and Development Program (RRPD) – HRSA-24-022. The FORHP-supported RRPD provides start-up funding for new residency programs to address physician workforce shortages in:

• Family medicine
• Internal medicine
• Psychiatry
• General surgery
• Preventive medicine
• Obstetrics and gynecology

Eligible applicants are rural hospitals and graduate medical education consortiums that may include:

• Universities
• Historically Black Colleges and Universities
• Tribal organizations

A maximum of 15 awardees will receive up to $750,000 for a three-year grant period to develop new and sustainable programs approved by the Accreditation Council for Graduate Medical Education, especially programs specifically designed for underserved areas and populations.

Research has shown that physicians from a rural background and those trained in rural settings are more likely to continue practicing in rural areas after completing their residencies.

Updates to Requirements for Buprenorphine Prescribing

As announced by the Substance Abuse and Mental Health Services Administration in January 2023, clinicians no longer need a federal waiver to prescribe buprenorphine for treatment of opioid use disorder. Clinicians are still required to register with the federal Drug Enforcement Agency to prescribe controlled medication.

On June 27, the DEA began to require that registration applicants – both new and renewing – affirm they have completed a new, one-time, eight hour training. Exceptions for the new training requirement are practitioners who are board certified in addiction psychiatry, and those who graduated from a medical, dental, physician assistant, or advanced practice nursing school in the U.S. within five years of June 27, 2023.

Rural Health Clinics (RHCs) still have the opportunity to apply for a $3,000 payment on behalf of each provider who trained between January 1, 2019 and December 29, 2022 (when Congress eliminated the waiver requirement). Approximately $889,000 in program funding remains available for RHCs and will be paid on a first-come, first-served basis until funds are exhausted.

Funding Opportunity – Supporting Healthy Start Performance Project – HRSA-24-038

The purpose of the Supporting Health Start Performance Project (SHSPP) is to provide training and technical assistance (TA) to support grant recipients in improving their service delivery, meeting outcome measures, and building program ability to work with community partners to improve health and social service systems to reduce maternal and infant health disparities. These grant recipients include those funded under the following programs:

• Healthy Start (HS)
• Health Start Enhanced (HSE)
• Catalyst for Infant Health Equity (Catalyst)

To carry out these activities, the SHSPP recipient will serve as the Healthy Start Technical Assistance and Support Center (TASC). As the TASC, the SHSPP will aid in strengthening the implementation of HS grant recipient activities by providing ongoing training and TA to grant recipients. The HS, HSE, and Catalyst programs have an increased emphasis on addressing social determinants of health (SDOH) to improve disparities in maternal and infant health outcomes. Training and TA strategies provided by the SHSPP are expected to acknowledge and respond to SDOH affecting HS grant recipients across the country.
